2 ministries review subjects converted from death penalty to life imprisonment

The Ministry of Public Security and the Ministry of National Defense direct and guide the review of subjects whose sentences are subject to conversion from the death penalty to life imprisonment.

Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh has signed Decision No. 1452/QD-TTg promulgating the Plan to implement the Law amending and supplementing a number of articles of the Penal Code and the Law amending and supplementing a number of articles of the Criminal Procedure Code.

The goal of the plan is to specifically determine the work contents, deadlines, completion progress and responsibilities as well as the coordination mechanism of ministries, ministerial-level agencies, People's Committees at all levels and relevant agencies and organizations in organizing the implementation of the Laws to ensure timeliness, synchronization, unity and efficiency...

The content of the plan includes: Reviewing and systematizing legal documents; Reviewing criminal cases and subjects falling under the cases specified in Point b, Clause 1, Clause 2 and Clause 3, Article 4 of the Law amending and supplementing a number of articles of the Penal Code to implement the conversion of the death penalty into life imprisonment.

Develop documents detailing and guiding the implementation of the Law amending and supplementing a number of articles of the Criminal Procedure Code; organize propaganda and dissemination of Laws and legal documents detailing and guiding the implementation.

Ministries, ministerial-level agencies and People's Committees of provinces and centrally run cities, based on their functions, tasks and powers, organize a review of legal documents related to the laws, compile statistics on documents that need to be amended, supplemented, replaced or abolished to comply with the laws and send them to the Ministry of Public Security for synthesis and reporting to the Prime Minister.

The Ministry of Public Security and the Ministry of National Defense direct and guide prizes, temporary detention schools, and criminal enforcement agencies to coordinate with competent courts to review subjects whose sentences are subject to conversion from the death penalty to life imprisonment as prescribed in Point b, Clause 1, Clause 2 and Clause 3, Article 4 of the Law amending and supplementing a number of articles of the Penal Code that their agencies and units are managing to prepare a dossier to submit to the Chief Justice of the Supreme People's Court to convert the death penalty to life imprisonment.

Ministries within the scope of their functions, tasks and powers, coordinate to organize the review of relevant documents to promptly cancel, amend, supplement or issue new or propose the National Assembly and the National Assembly Standing Committee to cancel, amend, supplement or issue new legal documents in accordance with the provisions of this Law.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to develop documents detailing and guiding the implementation of the Law amending and supplementing a number of articles of the Criminal Procedure Code such as:
