Speaking at the conference to review the work of 2024 and deploy the tasks of 2025 of the home affairs sector held on December 21, Minister of Home Affairs Pham Thi Thanh Tra said that a key task in 2025 of the ministry is to implement the contents of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo.
The Ministry of Home Affairs will also prepare a Government report to submit to the National Assembly at the 9th Session (2025) on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
Information on the continued implementation of salary reform is attracting the attention of officials, civil servants, public employees and workers nationwide.
In fact, according to the 2024 performance report of the Ministry of Home Affairs, advising on the implementation of 4/6 tasks on salary policy reform according to Resolution No. 27-NQ/TW of 2018 of the Central Committee is one of the outstanding results of this ministry in 2024.
The breakthrough is the proposal to implement the salary reform policy according to a reasonable, cautious, step-by-step, practical and effective roadmap;
Implement a 30% increase in basic salary (from 1.8 million VND to 2.34 million VND - the highest increase ever) and add 10% bonus to the total basic salary fund for agencies and units in the political system, creating motivation and improving the lives of cadres, civil servants and public employees.
In addition to the above 4 tasks, according to Resolution No. 27-NQ/TW, there are still 2 tasks on salary reform that have not been implemented, including new salary tables (removing the basic salary level and salary coefficient); restructuring and arranging into 9 new allowance regimes. The Ministry of Home Affairs said that these tasks need to continue to be studied and completed step by step, carefully due to many shortcomings.
With two tasks yet to be implemented, Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo on salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024 sets out very clear requirements on progress and the unit in charge of implementation.
The Politburo requested the Central Organizing Committee to continue to preside over and coordinate with relevant departments, ministries and branches to complete and report to the Politburo through the system of Job Position Lists for cadres, civil servants and public employees in the political system.
The Central Economic Committee is requested to preside over the preliminary review of the implementation of Resolution No. 27-NQ/TW, in which it coordinates with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary scales and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
