This morning (November 20), on the first working day of the 2nd phase of the 8th Session, the 15th National Assembly will discuss the draft Law on Teachers.
One of the important contents that receives much attention from National Assembly delegates is the salary, allowance and treatment policy for teachers.
Regarding these policies, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh affirmed that the promulgation of the Law on Teachers aims to institutionalize the Party's viewpoints and policies on teachers; contribute to perfecting the legal system, promptly supplementing new and specific policies to build and develop the teaching staff.
Many opinions in the Committee suggested researching and developing policies to encourage good teachers to work. This also builds a team of professional educational managers.
Regarding salaries and allowances for teachers, the Committee on Culture and Education agrees with the provisions in the draft Law and believes that this is an important and necessary content to promptly institutionalize the Party's policies, especially Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo and Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Central Executive Committee. Approves the policies of priority, support, and attraction of teachers as stipulated in the draft Law.
However, there are opinions suggesting studying and implementing the spirit of the Party's Resolution on reforming salary policy; considering regulating salary policy for teachers in the non-public sector; not re-regulating the policy of renting public housing as stipulated in the Housing Law; carefully assessing the impact to ensure feasibility, especially in terms of resources for implementing the policy of ensuring collective accommodation for teachers when working in rural areas.
The Committee on Culture and Education agreed with the regulations on the State's policy on building and developing the teaching staff and said that this is a major policy framework that will continue to be specified in the articles and clauses in the draft law.
The draft law has introduced a number of new policies such as honoring and protecting teachers, encouraging creativity in professional activities, and policies on training and continuous professional development for teachers.
In the second session of the session, the National Assembly will discuss the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
The National Assembly will vote to pass the Law amending and supplementing a number of articles of the Law on Pharmacy and discuss in the hall the establishment of Hue city under the Central Government; and the draft Resolution on the organization of urban government in Hai Phong city.
In particular, in the last days of the second session, the National Assembly will vote to pass the Data Law, the Electricity Law (amended) in eligible cases, the Resolution on investment policy for the high-speed railway project on the North-South axis, the Resolution on the establishment of Hue city under the Central Government, and the Resolution on the organization of urban government in Hai Phong city.
The National Assembly will also vote to pass the Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Administration Law and the National Reserve Law; the Law amending and supplementing a number of articles of the Planning Law, the Investment Law, the Law on Investment under the Public-Private Partnership Method and the Bidding Law; the Law on Public Investment (amended) in eligible cases.
