National Assembly resolves on wage policy in 2025

Resolution No. 159/2024/QH15 of the National Assembly clearly states that public sector salaries, pensions and allowances will not be increased in 2025.

The National Assembly has just issued Resolution No. 159/2024/QH15 on the implementation of wage policy and some social policies in 2025.

Accordingly, public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people will not be increased in 2025. Ministries, central and local agencies will continue to implement solutions to create sources for reforming salary policies according to regulations.

Allowing to continue excluding some revenue items when calculating the increase in local budget revenue for salary reform as prescribed in Clause 2, Article 3 of Resolution No. 34/2021/QH15 dated November 13, 2021 of the National Assembly.

Allow from July 1, 2024 to expand the scope of using the accumulated resources for salary reform of the central budget to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services and streamline the payroll;

Allow the use of local budget salary reform resources to implement social security policies issued by the Central Government and streamline payroll.

Allow localities to use the remaining salary reform funds to invest in regional and national connectivity projects, and key national projects implemented locally according to regulations of competent authorities in cases where the locality has a large surplus, commits to ensuring funding for salary reform and implementing social security policies issued by the Central Government for the entire roadmap until 2030 and does not request support from the central budget.

Regarding wage policy, the National Assembly also issued Resolution No. 160/2024/QH15, resolving to transfer 110,619 billion VND of the remaining accumulated fund for wage reform in 2024 to 2025 to implement the basic wage level.

Of which, 60,000 billion VND of the central budget's accumulated salary reform fund and 50,619 billion VND of the local budget's salary reform fund by the end of 2024 will be used, with the remaining balance transferred to the 2025 budget arrangement of ministries, central and local agencies to implement the basic salary level of 2.34 million VND/month.

For agencies and units with special financial and income mechanisms at the central level as approved by competent authorities, the National Assembly allows the arrangement of expenditures to ensure salaries, salary allowances, contributions according to prescribed regimes, additional income, regular expenditures according to norms and specific tasks of these agencies and units (except for the State Bank and Social Insurance).

The National Assembly assigned the Government to use the budget allocated from savings to support regular activities in the field of state administrative management and support public service units of the local budget, according to the principle: 50% to supplement the source of salary reform according to regulations; the remaining 50% to prioritize payment of social security policies issued by localities and increase spending on the task of strengthening the material facilities of the corresponding field.
