The Hai Duong Provincial Party Committee has just issued a Project on ending the activities of current district and commune-level party committees and establishing new commune and ward party committees corresponding to the administrative unit system in the province.
According to the project, from July 1, 2025, 12 district, city, and town party committees and 207 commune, ward and town party committees will end their activities. The affiliated party organizations and party members will be transferred to the new commune and ward party committees after being established in accordance with the provisions of the Party Charter and the instructions of the Central Committee.
Commune, ward and town party committees that are merged or consolidated will transfer all party cells and party members to the new party committee. In case of administrative boundary division, village Party cells, residential areas and Party members will be transferred accordingly. If only a few Party members are subject to transfer, after the establishment of a new Party Committee, the Commune/Ward Party Committee will carry out procedures to transfer Party activities according to regulations.
For party organizations under the district, city, and town party committees (such as agency party committees, enterprises, etc.) will be transferred to the commune and ward party committees where the agency is headquartered.
The reorganization of this party system aims to ensure compliance with the model of organizing local government at 2 levels and effectively implementing the resolutions and directions of the Central Committee on streamlining the apparatus to operate effectively and efficiently.
