The above information is stated in the report of the Ho Chi Minh City People's Committee sent to the Standing Committee of the Ho Chi Minh City Party Committee on the results of 1 month of implementing the two-level local government model.
According to the Ho Chi Minh City People's Committee, during the process of streamlining the administrative apparatus, there have been a total of 3,867 cases of early retirement or resignation, including 447 people from the Party and mass organizations and 3,420 people from the government.
The review and approval of support policies for these subjects is carried out in accordance with Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
The Ho Chi Minh City Department of Home Affairs has also submitted to the City People's Committee for consideration and issuance of a decision to authorize to resolve cases of joblessness due to organizational restructuring according to regulations.
After the merger, the Ho Chi Minh City People's Committee has allocated 11,185 positions to 168 communes, wards and special zones, creating favorable conditions for the rearrangement of personnel in the locality.
To date, the total number of civil servants at 15 specialized agencies under the Ho Chi Minh City People's Committee is 6,316 people. Of which, 612 civil servants from the two merged provinces, Ba Ria - Vung Tau and Binh Duong, were transferred to work in Ho Chi Minh City (415 people working regularly, 197 people on-duty).
In addition, 1,057 civil servants are currently working directly at the administrative centers of Ba Ria - Vung Tau province and the old Binh Duong province (of which, the Ba Ria - Vung Tau Provincial Administrative Center has 532 people, Binh Duong province has 525 people).
In parallel with streamlining, Ho Chi Minh City continues to implement policies to attract and develop high-quality human resources according to Resolution No. 98/2023/QH15. The Ho Chi Minh City People's Council issued Resolution No. 25/2023/NQ-HDND and Resolution No. 27/2023/NQ-HDND stipulating income levels, recruitment standards, and treatment policies for excellent graduates, experts, scientists, and people with special talents.
The Ho Chi Minh City People's Committee is also developing an additional income mechanism for cadres, civil servants, public employees and workers to improve the quality of the administrative apparatus.
In order to facilitate the transfer of cadres and civil servants from the two merged provinces to work in Ho Chi Minh City, the City has required departments and branches to synthesize needs and implement support policies such as housing and transportation. Currently, the City has arranged vehicles to pick up and drop off officials and civil servants from Ba Ria - Vung Tau and the old Binh Duong to their daily workplaces.
