At the program Dan hoi - Chinh phu tra loi on March 16, Mr. Nguyen Bac Nam - Deputy Director of the Ho Chi Minh City Department of Home Affairs - said that the city will synchronously implement solutions to support redundant cadres and civil servants to continue working and contributing.
According to Mr. Nguyen Bac Nam, Ho Chi Minh City will mobilize state-owned enterprises in the area to participate in recruitment, creating conditions for those who quit their jobs to continue to contribute in the public sector.
At the same time, for individuals who want to start a business, the city will support information, access preferential loan programs, guidance on business planning and connection with business support funds.
Through the Employment Service Center, Ho Chi Minh City will also connect with industrial parks, high-tech parks and private enterprises to introduce redundant personnel to apply.
Mr. Nguyen Bac Nam said that Ho Chi Minh City has completed the arrangement of specialized agencies, administrative agencies and public service units under the People's Committees of Ho Chi Minh City, Thu Duc City and districts.
Currently, the city is implementing provincial-level reorganization, not organizing district-level government implementation and reorganizing commune-level government according to the direction of the Central Government.
In February 2025, the Ho Chi Minh City People's Council passed a resolution on additional support for cadres, civil servants, public employees and workers who quit their jobs when the city reorganizes the apparatus and restructures administrative units.
In addition to general policies under Decree 178/2024 of the Government, Ho Chi Minh City also has a separate support policy for cadres, civil servants and public employees subject to streamlining, with a total estimated budget of about VND17,000 billion.
According to the plan, Ho Chi Minh City will streamline 6,291 cadres, civil servants and public employees, accounting for 20% of the total payroll assigned by the Politburo and the Ho Chi Minh City People's Council.
The Party Bloc streamlined 521 people. The administrative block (excluding the commune level) reduced 2,015 people.
The public service sector receives salaries from the state budget to streamline 2,767 people. The number of redundant cadres and civil servants due to the arrangement of commune-level administrative units is 988 people.
In addition to the number of cadres and civil servants subject to the above streamlining, there are 418 cases of cadres in charge of Party work at corporations and companies that are redundant after the reorganization.
At the same time, there are 450 cadres who are not eligible for re-election or reappointment, including 150 cases managed by the Standing Committee of the City Party Committee and 300 cadres at the ward, commune and town levels.
After the arrangement, the Ho Chi Minh City People's Committee reduced the number of specialized agencies from 21 to 16.
The Deputy Director of the Ho Chi Minh City Department of Home Affairs affirmed that the restructuring of the apparatus is to streamline but still ensure the full implementation of tasks according to the city's plan. The arrangement does not lose the functions of the agencies but only transfers and reorganizes them appropriately, ensuring uninterrupted work.
To meet new requirements, Ho Chi Minh City has implemented a project to build a modern civil service, while promoting training and fostering cadres.
In 2025, the city plans to organize 55 domestic and foreign training classes for about 32,000 cadres and civil servants.
Agencies and units are also required to proactively organize training, prioritize cadres who take on new tasks or change jobs, in order to improve operational efficiency after restructuring the apparatus.
