Accordingly, Lao Cai province will conduct a trial period in conjunction with preparation for the operation of the new commune-level political system (48/48 new commune-level units) in the province from June 17 to June 30.
Lao Cai Provincial Party Committee requests agencies, units, localities and cadres assigned to preside over new communes and wards to urgently implement the assigned tasks as follows:
District Party committees, town Party committees, and city Party committees promptly implemented the directives of the Central and the province to cadres expected to participate in the new commune Party Committee after the arrangement and civil servants under their management, on the trial operation of the apparatus associated with preparing tasks for the commune-level political system to officially come into operation from July 1, 2025.
At the same time, assign specific tasks to each member of the Party Committee (currently) to carry out tasks on trial operation.
Lead and direct the People's Committees of districts, towns and cities to urgently prepare fully the working headquarters, facilities, equipment and means of the new communes and wards after the arrangement; the arrangement must be consistent with the actual conditions of the locality, ensuring convenience for leadership, management, operation and service to the people.
The cadres assigned by Lao Cai Provincial Party Committee to preside over the new communes and wards, focus on immediately implementing the assigned tasks according to the announcement of the Provincial Party Committee's assignment of the task of presiding over the work of consolidating the commune level, combined with the trial operation of the political system at the commune level to promptly adjust and gradually complete the tasks to officially enter operation.
Urgently reorganize the apparatus of departments, offices and centers according to the new commune-level administrative model; promptly grasp regulations on decentralization, delegation of authority to local authorities at both levels to proactively implement assigned tasks in accordance with the correct authority in all fields.
Proactively lead, direct and handle situations arising before, during and after the trial operation of the new commune-level local government. Ensure the best service to the needs of people and businesses, without interruption.
Lao Cai Provincial Party Committee assigned provincial-level agencies and units to coordinate and guide on the functions, tasks and professional skills of their sectors at the new commune level.
The staff of the Standing Committee of Lao Cai Provincial Party Committee in charge of the area regularly monitor, urge, promptly give opinions, and direct the removal of difficulties and obstacles in the process of organizing the implementation of new commune-level trial operations in the area assigned to them.
District and commune-level cadres participating in the trial operation must arrange their work appropriately to simultaneously perform the tasks assigned to the agency or unit they are currently working for.
