Right in the heart of Lao Cai city, the end of E3 Nguyen Canh Chan road is still littered with gravel and rocks like an unhealing infrastructure scar.
According to the reporter, although only about 100 meters long, potholes 10-15 cm deep have crushed the road surface, threatening traffic safety and seriously affecting people's daily lives.


According to the people, the investor, Phu Hung Import-Export Production and Production Company, has repeatedly promised to "complete by the end of the year", but year after year, the promise is only on paper.
"When it rains, the road turns into a pond, the sun is dusty, there are no lights at night, motorbikes fall like food," Mr. N.D.N, a resident living near the road, was upset.


"Households buying houses in the Km6+800 commercial housing area were once committed to a flat asphalt road and synchronous electricity and water. But the reality is far different. They have to pull the electric wires themselves, fight with water, and pave the sidewalks themselves. People spend billions to buy a house and the infrastructure has to carry more...", Mr. L.T said bitterly.
Ms. Luong Thi Thoa - Head of Residential Group 19 said that for many years, people have continuously sent petitions to the ward, People's Council and during meetings with voters.
"Every year, Phu Hung Import-Export Production and Production Company promises to finish by the end of the year. But at the end of the year, only a few stone cars were temporarily leveled on the road and then they were gone," said Ms. Thoa.


Speaking to Lao Dong Newspaper reporter, Mr. Bui Dung - Deputy Director of Phu Hung Import-Export Production and Production Company - said: "Currently, the project is still under construction, not completed and not yet handed over".
Mr. Dung affirmed that the gravel road that the people reported was actually the internal road of the project and the company is currently " letting people go" while waiting for the infrastructure to be completed.
According to Mr. Dung, the traffic infrastructure will only be completed after the entire project is completed.
Mr. Le Manh Quyen - Chairman of Pom Han Ward People's Committee confirmed that the ward has issued many urging documents, but the investor has only temporarily spread stones to deal with it.
"This road is still rough, posing a potential risk of accidents. The Ward People's Committee has recommended that the city should take over the project for completion, so that 100 meters of bare stone road cannot distort the urban face," said the Chairman of the Pom Han Ward People's Committee.
The Commercial Housing Project at Km6+800 Tran Hung Dao Avenue has an investment of 396 billion VND. The scale includes 160 townhouses, 46 villas and 1 mixed-use plot of land. The implementation period is from 2011 to 2019.
According to information from the local government, this project was initially invested by HUD8 Housing and Urban Development Investment Company. After that, the unit transferred it to Phu Hung Import-Export Production and Production Company.
