Hanoi and Ho Chi Minh City strive to achieve the target of an air pollution index (AQI) at a safe threshold for human health in the next 5 years.

On April 4, the Government Office announced that it had issued Notice No. 153/TB-VPCP on the conclusion of Central Party Committee member and Deputy Prime Minister Tran Hong Ha at the meeting on comprehensive and urgent solutions to handle air pollution in major cities.

The announcement clearly states that air pollution in many localities across the country continues to increase in both scale and severity, especially in big cities, such as Hanoi and Ho Chi Minh City, affecting socio-economic development, people's lives and health.

To address the increasingly serious problem of air pollution, the Deputy Prime Minister requested Hanoi and Ho Chi Minh City to urgently deploy tasks and solutions to overcome the problem of pollution so that in the next 5 years, the target of the air pollution index (AQI) can be achieved at a safe level for human health.

Hanoi and Ho Chi Minh City must immediately deploy the inventory of waste sources, assess the current state of the air environment; develop a 5-year and annual action plan.

Urgently issue and implement mechanisms and policies to support the collection and recycling of construction solid waste; encourage people to use public transport, switch to green, low-emission vehicles.

Issuing according to authority and organizing the implementation of emission standards in their localities in a higher direction, tighter than national standards and national technical regulations in May 2025.

Timely detect and strictly handle violations and subjects; propose amendments and supplements to administrative penalty levels in the direction of increasing heaviness; strengthen the sanctioning authority for ward, commune levels, and grassroots police in the area.

The Deputy Prime Minister requested Hanoi and Ho Chi Minh City to urgently deploy measures to manage, supervise, inspect and supervise compliance with legal regulations on environmental protection; strictly handle violations.

Proactively research, plan to relocate and convert industrial clusters into industrial parks, propose and report to competent authorities for consideration and decision.

Research and develop support mechanisms and policies, develop collection activities, solutions, and recycling technology for straw and by-products in agricultural activities, encourage low-emission farming models to be issued according to authority or report to competent authorities for consideration in May 2025.

Criminal proceedings against some violations that seriously affect people's health.

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Industry and Trade to organize an interdisciplinary inspection team for industrial clusters, craft villages, and facilities causing high pollution in Hanoi, Ho Chi Minh City and some other localities across the country; to be completed in July 2025.

Provinces and cities immediately implement measures to manage waste and emissions arising from construction, transportation, and industrial activities; develop green space in planning and urban construction.

Strengthen inspection and supervision of compliance with legal regulations on environmental protection; strictly handle violations.
