Focus on monitoring emerging issues such as air pollution

Monitoring needs to focus on issues that are still inadequate and have limited public attention, such as air pollution and medical waste.

The National Assembly Standing Committee has just commented on the draft Supervision Plan and outlines of the thematic Supervision Report on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect".

Immediately after the 41st session of the National Assembly Standing Committee, Vice Chairman of the National Assembly Nguyen Duc Hai - Head of the above thematic supervision delegation - directed the Standing Committee of the Science, Technology and Environment Committee and the Research Support Team to receive and organize work with the specialized agencies of the Ministry of Natural Resources and Environment to receive and revise the Outline of the Supervision Report, and complete the draft of the detailed Supervision Plan according to the comments of the National Assembly Standing Committee.

Reporting on the reception and revision of the draft Plan and outline of the Thematic Monitoring Report, Deputy Chairman of the Committee for Science, Technology and Environment Nguyen Tuan Anh - Head of the Working Group assisting the Monitoring Delegation - stated clearly that, regarding the plan and content of the monitoring, there were opinions suggesting reviewing the monitoring content of major policies of the Law on Environmental Protection 2020, ensuring that the scope and objectives of the monitoring must provide a general assessment of the overall implementation of policies and laws on environmental protection.

At the same time, there is a focus, a key point, concentrating on issues that still have many shortcomings and limitations arising in practice and prominent issues that public opinion is concerned about.

Typical issues include air pollution, management and control of air quality; urban wastewater management; management of domestic solid waste in large cities; medical waste; wastewater from industrial parks, clusters, and craft villages; food safety and hygiene issues associated with environmental protection; pollution of rivers and coastal areas.

In response to the opinions of the National Assembly Standing Committee, the Supervisory Delegation reviewed, supplemented, completed and specified a number of supervisory contents, focusing on issues with many shortcomings and limitations arising in practice and prominent issues of public concern.

The monitoring delegation also directed the completion of the detailed plan and report outline of the monitoring delegation, noting the content of inheriting and using the results of inspection, examination, audit and monitoring results of the National Assembly agencies in the recent past on related contents.

Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the Working Group continue to review and fully absorb the opinions of the National Assembly Standing Committee at the 41st session to complete the detailed plan and outline of the monitoring report, in which attention should be paid to the contents related to environmental protection but not reflected in the Law on Environmental Protection but reflected in other laws.

Members of the Supervisory Delegation actively and proactively innovate implementation methods and improve the quality of supervision; strengthen the mechanism of combining opinions at meetings of the Supervisory Delegation on asking for written opinions, especially on issues that need to be clarified and are of concern to voters.

The Vice Chairman of the National Assembly suggested that the monitoring results report should specifically identify the causes of inadequacies, limitations, and shortcomings in the implementation of policies and laws on environmental protection in localities.
