Speaking at the meeting, Mr. Vo Van Minh - Chairman of the Ho Chi Minh City People's Council said that this meeting is of great significance to concretize the policies and developments after the merger, ensuring that the City and wards, communes and special zones quickly stabilize the organizational apparatus, promote socio-economic development in a synchronous, strong and sustainable manner.
Mr. Vo Van Minh said that at this session, the Ho Chi Minh City People's Council implemented 5 important contents. Firstly, the situation and results of implementing the socio-economic development plan, national defense and security in the first 6 months of the year will be assessed, and key tasks and solutions for the last 6 months of 2025 will be identified.
Second, listen to the Standing Committee of the Vietnam Fatherland Front Committee of the City announce the results of the work of participating in building the government and synthesize the opinions and recommendations of voters and people of the City sent to the session.
Third, consider reporting the results of activities of the People's Council and the Standing Committee of the City People's Council in the first 6 months of the year, the work program for the last 6 months of 2025; results of thematic supervision of the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City...
Fourth, the meeting discussed and resolved thematic contents to resolve issues arising after the merger of administrative units. At the same time, issue policies to promote socio-economic development, improve the material and spiritual life of the people.
Fifth, the session will also carry out personnel work under the authority of the City People's Council in accordance with the regulations of the Party and the laws of the State.
Considering and approving many important resolutions
The session will consider approving many resolutions including: Preferential mechanisms and support for investors participating in renovating and rebuilding apartment buildings in the city; Decentralization of revenue sources, expenditure tasks and percentage of revenue allocation to each budget level in the city in 2025;
Coefficient for allocating operating expenditure estimates of State agencies; Receiving public investment plans of 3 provinces/cities before reorganization and assigning the City People's Committee to decide on adjusting the medium-term public investment plan and local budget capital in 2025;
Regulate the support regime for collaborators of the Urban Order Management Team and contractors in the payroll quota of the District-level Red Cross Society (old) who quit their jobs due to implementing the 2-level local government model;

Budget revenue reaches 322,000 billion VND
Mr. Vo Van Minh - Chairman of the Ho Chi Minh City People's Council said that in the first 6 months of the year, the growth rate of gross regional domestic product is estimated to increase by 7.82%; budget revenue is estimated at VND 322,000 billion, reaching more than 62% of the estimate and increasing by 20.4% over the same period;
Import-export turnover is estimated to increase by over 13%; total tourism revenue is estimated to increase by 27.3%; The results of public investment disbursement of the City after the merger reached VND 46,686 billion, equal to 39.2% of the plan assigned by the Prime Minister and higher than the national average.
