This afternoon (October 30), the Central Internal Affairs Committee held an announcement of the results of the Standing meeting of the Central Steering Committee on preventing and combating corruption, waste and negativity (Steering Committee) chaired by General Secretary To Lam, Head of the Steering Committee, in the morning of the same day.
At the meeting, Deputy Head of the Central Internal Affairs Commission Nguyen Huu Dong said that among the immediate tasks, the Standing Committee of the Steering Committee requested the issuance of the Steering Committee's guidelines on preventing and combating corruption, waste, and negativity, clearly stating the manifestations of waste as well as the responsibilities of leaders in this work.
"There is waste not only in asset management and public finance but also in many other areas, from institutional building to time," said Mr. Nguyen Huu Dong.
According to the Deputy Head of the Central Internal Affairs Committee, currently, regular expenditure still accounts for 70%. Therefore, in the near future, the Standing Committee of the Steering Committee believes that we should try to reduce regular expenditure to 50% to have resources to invest in projects serving the people.
Another urgent task is to review, revise and supplement Party regulations and State laws on waste prevention and control to ensure consistency and uniformity. At the same time, revise and supplement regulations on economic and technical standards and norms that are no longer suitable to the country's development practices.
"Regulations on economic and technical standards and norms must be amended immediately, otherwise there will be no projects of contemporary stature," Mr. Dong informed, adding that the spirit is that the regulations will be amended to make them easier to implement.
Notably, the Standing Committee of the Steering Committee also requested to review and thoroughly handle long-standing projects with national key projects, key projects, low-efficiency projects, causing great waste and loss, and of public concern, in accordance with the spirit of "handling one case to warn the whole region and the whole field". Clearly define responsibilities and handle related organizations and individuals.
"The General Secretary absolutely requires that someone take responsibility, because this is state property and people's money," said Mr. Nguyen Huu Dong.
According to Mr. Dong, after reviewing, there are currently 57 projects including 9 projects in the construction sector, 22 projects in the electricity sector, coal and mineral industry, 15 projects in the transportation sector, 7 projects in the education, culture - sports - tourism sector, 4 projects in the agriculture sector that need to be handled to combat waste.
According to the Deputy Head of the Central Internal Affairs Commission, in the report of the standing agency and the conclusion of the General Secretary, we must immediately direct the handling of the two projects of Bach Mai Hospital and Viet Duc Hospital, branch 2 (in Ha Nam); the project to prevent flooding due to high tides in Ho Chi Minh City; and renewable energy projects that have been built but have not been connected to operation.
"These projects must be given attention, responsibilities must be clarified, and most importantly, a time must be set for these projects to be put into operation, bringing about efficiency, serving well the socio-economic development and people's lives," said Mr. Dong.
