Lao Dong Newspaper had an interview with Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Culture and Education Committee on the content: "Building a culture of preventing and combating waste in the era of national development".
Through research, can you explain more clearly the message of "building a culture of preventing and combating waste" of General Secretary To Lam?
- Anti-waste culture is a system of values, attitudes and behaviors aimed at preventing the wasteful use of resources, assets and assets of individuals, organizations and society. It demonstrates a sense of responsibility in saving and effectively using public and private resources, thereby minimizing unnecessary losses and at the same time creating maximum value from available resources.
A culture of anti-waste stems from a clear recognition of the importance of using resources such as land, public assets, human resources, and energy economically and efficiently. A strong culture of anti-waste promotes transparent public asset management, improves budget efficiency, and creates a more sustainable economic and social environment.
Educating the community about the importance of saving, utilizing and reusing resources is also an important part of building this culture, aiming towards sustainable development and social responsibility.
What is the significance of building a "culture of waste prevention and control" in the period of national development?
- Building a culture of preventing and combating waste during the country's period of development is extremely important for Vietnam today.
Firstly, our country is in a period of rapid growth and strong transformation, requiring the effective use of resources for sustainable development. If resources such as land, human resources and finance are wasted, it will seriously affect the country's competitiveness and slow down the development process.
Second, our country is currently facing many challenges in terms of resources, environment and climate change. If we continue to waste resources, it will not only create negative impacts on the environment but also increase the burden on future generations. Building a culture of preventing and combating waste is a way to ensure long-term development and minimize losses in terms of resources and the environment.
Third, preventing and combating waste is also part of the fight against negativity. Waste in public asset management, public investment, etc. is a negative manifestation that causes loss of confidence in the state management system. Building this culture helps strengthen people's trust in the state, creating an open, transparent and accountable environment.
So what are the solutions to build a "culture of waste prevention and control", sir?
- Building a culture of waste prevention and control in the period of strong development of the country requires many synchronous efforts from both the government and the people. First of all, I think that raising awareness is the core. Education on waste prevention needs to be integrated into the curriculum and strongly implemented in communication campaigns. Each individual needs to clearly understand their role in saving resources and protecting the common good.
Improving the legal system and imposing strict sanctions is an important factor. Clear and strict regulations will help prevent waste, especially in the management of public assets and land. It is necessary to strengthen the monitoring capacity of competent agencies, ensuring timely and transparent handling of violations.
I think that the element of transparency in public resource management cannot be ignored.
The lesson of setting an example in preventing and combating waste is considered very important. What do you think about this?
- Building a culture of waste prevention and combat in the period of strong national development is not only the task of the State, but also requires the cooperation of the whole society. A culture of waste prevention and combat is not only an economic solution, but also demonstrates the spirit of national pride, helping Vietnam to reach out and affirm its position in the region and the world.
