The Party Central Committee has approved a plan to reorganize and streamline the apparatus of the political system.
Accordingly, for Government agencies, 10 ministries will be merged into 5 ministries. For the remaining ministries and branches, the internal organization will be streamlined.
The Ministry of Education and Training currently has 24 units (including the General Department of Vocational Education from the Ministry of Labor, War Invalids and Social Affairs), after the arrangement there are 18 units (reduced by 25%), with 635 civil servant positions and 21,124 public employee positions.
The Ministry of Health currently has 24 units (including 3 units received from the Ministry of Labor, War Invalids and Social Affairs), after the arrangement there are 20 units (a decrease of 16.7%); with 872 civil servant positions and 14,477 public employee positions.
The Ministry of Foreign Affairs currently has 40 units (including 13 units received from the Central Commission for External Relations, Office of the National Assembly), after the arrangement there are 24 units (reduced by 40%); there are 1,282 civil servant positions, 415 public employee positions.
The Ministry of Ethnic Minorities and Religions was established on the basis of the Ethnic Minorities Committee receiving the functions, tasks and organization of the state management apparatus on religion (Government Committee for Religious Affairs) from the Ministry of Home Affairs with 13 units, a reduction of 3 units (equivalent to a reduction of 18.8%); with 320 civil servant positions and 765 public employee positions.
The Ministry of National Defense took over the Ho Chi Minh Mausoleum Management Board after restructuring and reducing 7 units including 1 general department, 4 departments and equivalents, 2 institutes and had a separate project to report to the Politburo.
The Ministry of Public Security received a number of additional functions and tasks from a number of other ministries and branches, including 6 state management tasks on: Drug addiction treatment and post-drug addiction treatment from the Ministry of Labor - Invalids and Social Affairs; criminal records and public services for issuing criminal records from the Ministry of Justice; testing and issuing road motor vehicle driving licenses from the Ministry of Transport; information security and network security from the Ministry of Information and Communications; ensuring aviation security at airports and on airplanes.
With the task of state management of immigration, the Ministry of Public Security maintains the current stability; promotes and strengthens coordination in data provision and data connection.
In addition, the Ministry of Public Security is conducting research on abolishing district police according to a separate project reported to the Politburo.
The Ministry of Justice has 20 units, a decrease of 5 units compared to before (20%); has 9,095 civil servant positions and 428 public employee positions.
The Ministry of Industry and Trade has 22 units, a decrease of 6 units compared to before (21.4%); has 1,398 civil servant positions and 7,858 public employee positions.
The Ministry of Culture, Sports and Tourism currently has 30 units, after taking over the state management function of press and publishing from the Ministry of Information and Communications and reorganizing it to 25 units, reducing 5 units (16.7%); there are 910 civil servant positions and 4,850 public employee positions.
The Government Office has 17 units, 3 units less than before (16%); has 673 civil servant positions and 161 public employee positions.
The State Bank of Vietnam has 19 units, down 4 units (17.4%); at the same time, it reorganized 63 provincial branches to 15 branches; there are 4,922 civil servant positions and 1,175 public employee positions.
The remaining 5 Government agencies, including the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, Vietnam Television, the Voice of Vietnam, and Vietnam News Agency, also restructured and reduced internal units.
