On the afternoon of December 18, at the summary conference on the implementation of Resolution No. 57-NQ/TW, administrative reform and Project 06, Deputy Minister of Home Affairs Nguyen Van Hoi informed about the implementation of the overall state administrative reform program for the period 2021-2030, key solutions for the period 2026-2030.
Regarding organizational reform, Deputy Minister Nguyen Van Hoi said that from March 2025, the structure of the 15th Government (2021-2026) will be streamlined to 14 ministries, 3 ministerial-level agencies (reducing 5 ministries, ministerial-level agencies, equivalent to a reduction of 22.7%); 5 agencies under the Government (reducing 3 agencies, equivalent to a reduction of 37.5%).
The country still has 34 provinces and cities, a reduction of 29 administrative units, equivalent to 46%.
2022-2026 period: The number of civil servant positions assigned is 101,509, a decrease of 5.03% compared to 2021. The number of civil servants receiving salaries from the state budget has been assessed at 101,356 positions, down 15.17% compared to 2021.
By December 31, 2023, the total number of public service units was 47,596, a decrease of 846 units compared to 2021, in the period 2015-2023, a decrease of 8,295 units.
In the period from 2021 to July 2025, ministries, branches and localities recruited a total of over 209,000 cadres, civil servants and public employees, of which more than 4,600 cases were under the talent attraction policy.
According to reports from 34 provinces and cities, there are currently 136,261 cadres and civil servants (government sector) working in 3,321 communes, wards and special zones, an average of 41 people/commune level, of which 94.6% of cadres and civil servants have qualifications and expertise suitable for job positions.

Regarding tasks in the coming time, the Deputy Minister of Home Affairs emphasized the need to promote decentralization, delegation of authority, and division of authority between superiors and subordinates. Review and adjust the provincial planning and new commune planning, ensuring socio-economic development, local governments at both levels operate smoothly, efficiently, effectively, and efficiently.
Promote administrative procedure reform in the direction of simplification, transparency, reduction of compliance costs, implementation of plans to cut and simplify administrative procedures related to production and business as prescribed in Resolution 66 of the Government.
Strictly and effectively implement the law on cadres, civil servants, and public employees, strictly handle violations of the law, administrative discipline, and public ethics.
Corregently implement Conclusion No. 226 of the Secretariat on rectifying working style, improving the effectiveness of the political system's operations, attracting talent to the state administrative apparatus, innovating the method of evaluating cadres, civil servants, and public employees based on capacity and results of task performance.
Localities continue to review, transfer, and perfect cadres and civil servants with lacking capacity, especially in the fields of land, environment, land administration, information technology, serving the effective operation of the two-level government apparatus.
Implement the arrangement of public service units, schools, medical facilities, state-owned enterprises, and streamline organizations within agencies, units, and organizations in the political system.
