The Department of Home Affairs of An Giang province has presented a paper on solutions to effectively implement the patriotic emulation movement to promote economic growth in An Giang province to the Ministry of Home Affairs.

The above results show that when the emulation movement is organized in the right focus, associated with the development requirements of the locality, it has truly become a driving force to promote economic growth and improve the effectiveness of state management.

Besides the achieved results, emulation and commendation work still has some limitations that need to be further overcome. Some emulation movements at the grassroots level have not developed evenly; the content and form of organization in some units are still lacking in creativity; the discovery, training and dissemination of advanced examples are not regular; the application of digital transformation in emulation and commendation work has not kept up with modern management requirements.

To continue to promote the role of emulation and commendation as a driving force to promote socio-economic development, An Giang province proposes that the Ministry of Home Affairs: Continue to improve institutions and guide the implementation of the Law on Emulation and Commendation and guiding documents in a synchronous direction, in accordance with the two-level local government model.

Accelerate the construction of a national digital database on emulation and commendation, connecting and interlinking with localities; support the deployment of shared digital platforms to improve management efficiency and reduce administrative procedures.

Strengthen the organization of training, professional development, experience sharing and popularizing good models and creative ways of doing things in emulation and commendation work between localities.

Practice in An Giang province shows that the patriotic emulation movement only truly promotes its effectiveness when it is closely linked to the development goals of the locality and the political tasks of each agency and unit. Emulation not only creates an atmosphere of action but also improves the effectiveness and efficiency of state management, promotes administrative reform, digital transformation, innovation and fosters resources to serve socio-economic development.
