The Ministry of Home Affairs is seeking opinions on the draft Decree amending and supplementing a number of articles of Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government stipulating regimes and policies for grassroots youth volunteers in the South participating in the resistance war in the period 1965 - 1975.
Notably, the Ministry proposed to amend and supplement the procedures and deadlines for resolving one-time allowance regimes and monthly allowance regimes.
In which, subjects requesting to enjoy policies or relatives of subjects (in case the subject has died) submit 1 set of dossiers according to regulations in the form of directly going to the Public Administrative Service Center or sending via postal service or online on the National Public Service Portal to the Commune-level People's Committee where they register their permanent residence.
In case the components of people's dossiers and documents attached to the declaration are already in the National Database or Specialized Database and have been connected and shared with the National Public Service Portal, the Ministry's Information System for resolving administrative procedures, the competent authority does not require the applicant to provide or return these documents when carrying out online administrative procedures.
Within 5 working days from the date of receiving complete and valid dossiers, the Commune-level People's Committee shall review and classify dossiers, organize conferences to identify eligible subjects and make minutes of confirmation of dossiers for consideration for subsidies according to Form No. 5 in the Appendix issued with this Decree.
The conference composition includes representatives of: People's Committee, Party Committee, Vietnam Fatherland Front Committee, Former Youth Volunteers Association or Liaison Committee of Former Youth Volunteers, Veterans Association, Ho Chi Minh Communist Youth Union, Village Heads, hamlets, villages, hamlets, villages, hamlets, villages, hamlets, communes, villages, hamlets, communes, villages, hamlets, communes, residential groups, neighborhoods, neighborhoods, sub-zones,... (collectively referred to as Residential Group Leaders) who have subjects requesting settlement of allowance regimes for grassroots youth volunteers in the South.
In case the locality does not have an Association of Former Youth Volunteers or a Liaison Committee of Former Youth Volunteers, the Chairman of the Commune-level People's Committee shall consider and decide on the participants in accordance with the actual conditions of the locality.
Post the results of reviewing dossiers requesting settlement of allowance regimes for grassroots youth volunteers in the South according to Form No. 6 in the Appendix attached to this Decree at the headquarters of the commune-level People's Committee; post on the Electronic Information Portal and announce on the commune-level Radio Station. The deadline for posting, posting and notification is 10 days from the date of having the dossier review results. In case there is a complaint or denunciation about the dossier review results, the commune-level People's Committee is responsible for verifying and resolving the content of the complaint or denunciation according to the provisions of the law on complaints and denunciations.
Within 5 working days from the date of expiration of the listing, posting, and notification of the prescribed results, the commune-level People's Committee is responsible for reviewing dossiers, summarizing and reporting to the Chairman of the provincial-level People's Committee (through the Department of Home Affairs, accompanied by the subject's dossier, joint conference minutes and the listing, posting, and notification of dossier review results).
