In the afternoon of August 12, the National Assembly discussed in the hall about the draft Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business conditions in the field of agriculture and environment (NNMT).
Speaking at the hall, delegate Pham Van Hoa (Delegation of National Assembly Deputies of Dong Thap province) noted that reducing procedures is not only calculated by the number of procedures removed but also must consider the risks that may arise. Decentralization must also go hand in hand with people, vehicles and implementation conditions. If these factors are not ensured, decentralization will be difficult to achieve efficiency.
Meanwhile, delegate Nguyen Dinh Xuan (National Assembly Delegation of Tay Ninh province) said that when decentralization is carried out, it must be linked to the responsibility of the agency assigned power.
Localities assigned authority need to proactively resolve work, not to let the final dossier still have to be returned to ask for opinions from superiors. Along with decentralization, it is necessary to apply information technology so that agencies can supervise each other, thereby limiting the situation of prolonged dossiers.
The opinions at the discussion session all aimed at the requirement that administrative procedure reform must be substantive; decentralization must be linked to responsibility; and post-inspection must have sufficient capacity to control risks. At that time, reform will truly help reduce time, costs and create convenience for people and businesses.
Speaking to explain and clarify the opinions of the National Assembly deputies, Member of the Party Central Committee, Minister of Agriculture and Environment Trinh Viet Hung emphasized that the draft Law only focuses on legalizing Resolution No. 66. 19/2026, only supplementing the content of administrative procedures, business conditions, and not generating new policies.
The Minister said that in the 2027 legislative program, the Government has registered with the National Assembly to amend 7 laws, including: the Law on Geology and Minerals; the Law on Animal Husbandry (to merge the Law on Animal Husbandry and the Law on Veterinary Medicine); the Law on Crop Production (to merge the Law on Crop Production and the Law on Plant Protection and Quarantine); the Law on Fisheries; the Law on Hydrometeorology; the Law on Dikes; the Law on Natural Disaster Prevention and Control.
Regarding the amendment of the Law on Crop Production, many delegates are interested and proposed to consider abolishing all conditions for trading fertilizers and plant varieties.
The Minister said that the draft Investment Law is expected to abolish the profession of trading fertilizers and plant varieties. Therefore, this draft law abolishes the corresponding business investment conditions to ensure unity and synchronization.
The abolition of business investment conditions does not mean lax state management of this activity" - the Minister of MARD emphasized.
Regarding the amendment of the Law on Animal Husbandry, before the proposal to stipulate the responsibility for updating information on ingredients, quality standards, and production processes after self-declaring products, the draft Decree detailing regulations have stipulated dossiers and information documents on products that organizations and individuals must declare, including documents related to production conditions, product quality, applicable standards, and documents proving origin and origin.
The noble goal of this law is to reduce administrative procedures, decentralize and delegate power, but how to make it as simple and convenient as possible and for organizations, individuals and people to enjoy the highest benefits" - Minister Trinh Viet Hung said.
