On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Directive No. 03-CT/TW dated February 3, 2026 on strengthening the Party's leadership over the management and development of building materials in the new period.
The Secretariat's directive clearly stated that in the process of national development, the building materials industry has contributed many important achievements, strongly increased production capacity, diverse and increasingly high-quality products, meeting domestic needs, gradually improving international competitiveness, actively contributing to creating jobs and promoting economic growth.
Besides the achieved results, the management and development of construction materials still has many shortcomings: Planning and industry development strategies have not been closely linked with raw material areas; mechanisms, policies and laws on management and development of construction materials are not synchronized and not practical; the use of resources and minerals is not economical and effective, causing environmental pollution...
To improve the effectiveness and efficiency of management and development of construction materials, serving the strategic goals of national development to 2030 and 2045, the Secretariat requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front and member organizations to focus on leading and directing the good implementation of a number of tasks and solutions.
In which, the Secretariat requested to strengthen the Party's leadership, promote propaganda and education, thoroughly grasp the Party's guidelines, policies and laws of the State, create a strong change in awareness, consciousness, and responsibility of cadres, party members, businesses and people; clearly define the important role of the construction materials industry in the cause of industrialization and modernization of the country, associated with prevention and combat, adaptation to climate change, urbanization and new rural construction, ensuring national defense and security, and improving strategic autonomy.
Develop a sustainable, self-reliant, and internationally competitive building materials industry, associated with improving the efficiency of the value chain, strongly applying science, technology, innovation and digital transformation; producing and using green, clean, energy-saving and resource-saving materials, alternative materials, recycled materials, emission reduction, and environmentally friendly materials.
According to the Directive of the Secretariat, the development of building materials must be consistent with national planning, regional planning, provincial planning, associated with the implementation of socio-economic development strategies and plans, ensuring national defense and security, and requiring improved strategic autonomy.
Encourage the development of advantageous Vietnamese materials, new, high-tech, smart materials; green, energy-saving, environmentally friendly materials; recycled materials based on overall and long-term efficiency assessment (in terms of economy, environment, society, security, national defense).
Strengthen basic surveys, build a national interconnected, synchronous, and unified database and information system on building materials and minerals for building materials.
Adjust and supplement mineral planning for construction materials and promote the issuance of exploration and exploitation licenses according to planning to ensure the demand for raw materials for production. Encourage the formation of concentrated and efficient mineral processing areas, reducing losses and saving resources.
The Secretariat's directive clearly states that it is resolutely not to license the import of old technology and production lines, not to license investment and expansion of projects that do not meet environmental protection requirements, energy and resource intensive use.
Strengthen inspection, examination, and supervision of the implementation of laws in the field of construction materials and minerals for construction materials; strictly handle organizations and individuals with illegal acts, causing environmental pollution, especially cases of recidivism.
