Prime Minister Pham Minh Chinh has signed and issued Decision No. 476/QD-TTg dated March 25, 2026, promulgating the list of state secrets in the fields of industry and commerce.
Accordingly, state secrets of Top Secret level include:
1. Plans and action programs to implement the Party and State's guidelines and policies on developing industry, trade and energy directly serving national defense and security tasks.
2. Documents, reports, plans, and implementation solutions of the mechanical engineering, metallurgy, chemicals, industrial explosives, electrical energy, oil and gas, and trade industries directly related to national defense and security tasks.
3. Project DA-16/08 dossiers and documents (except for the following subjects not belonging to the List of state secrets: dossiers, documents, organization, management of the implementation of professional contents and tasks of the Project in the form of scientific, technological and innovation tasks from the stage of signing the task assignment contract to the completion of the implementation and liquidation of the contract according to current regulations... ).
Confidential state secrets include:
1. Plan, report on the results of attending Conferences within the framework of ASEAN cooperation (including ASEAN and partner cooperation), APEC, ASEM, WTO, free trade agreements, preferential trade agreements (FTA, PTA, bilateral), economic and trade cooperation mechanisms and other economic - trade frameworks with foreign partners with equivalent contents being submitted to competent authorities for consideration and approval.
2. Document reporting to Party and State leaders to seek direction on regional and sub-regional international integration, trade policies that have an impact on the country's socio-economy.
3. Plans and documents for consultation with ministries and sectors related to dossier appraisal and conclusions on the application of trade remedy measures.
4. Submission, report to the Government, Prime Minister on partner selection, content, plan, document signing of power plant projects belonging to important projects related to national security.
5. Design and diagram of internal power supply of security and defense works.
6. Internal high-voltage power grid diagrams of important projects and targets are decided by the Chairman of the People's Committee of provinces and centrally-run cities.
7. Report on the operating methods of the national power system, regional power systems, and power systems of provinces and centrally-run cities serving important political, economic and social events when not yet implemented.
8. Strategies and plans with content related to oil and gas resources and reserves of locations and deep-water and offshore areas related to national defense and security; documents and reports on locations, resources, and reserves of oil and gas discoveries in deep-water and offshore areas related to national defense and security.
9. Overall report on oil and gas exploration activities of oil and gas tanks on the Vietnamese continental shelf.
10. Strategy and planning of uranium, Thorium, and rare earth minerals.
11. Technical parameters of the main equipment, main diagram of equipment arrangement and installation, operating lines of power, chemical, pharmaceutical, refining, and petrochemical works serving national defense and security tasks.
12. Report on the plan to direct and adjust gasoline and oil prices that are in the process of seeking opinions from relevant ministries, sectors, Party, State and Government leaders; the plan to direct and adjust electricity prices that are in the process of seeking opinions from Party, State and Government leaders.
The decision takes effect from March 25.
