On March 18, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Government to review the situation, continue to urge and promote the progress of key railway projects.
According to the Government Office, regarding the North-South high-speed railway project, the Ministry of Construction has reported on the selection of technology partners; focusing on directing the implementation of the task outline, preparing bidding documents to be completed in March 2026, and selecting consultants to prepare a feasibility study report in the second quarter of 2026.
With the Lao Cai - Hanoi - Hai Phong railway project being synchronously implemented, component projects 1 (on infrastructure investment connecting stations and squares), component 2 (railway construction investment), component projects for site clearance, and relocation of power projects are being implemented.
Regarding the Hanoi - Lang Son and Hai Phong - Mong Cai railway lines, the Ministry of Construction continues to focus on directing the completion of the initial report in April 2026; completing the planning in 2026.
The Ministry of Construction has also issued a document guiding procedures to assign the Quang Ninh Provincial People's Committee as the managing agency/investor of the Hai Phong - Ha Long - Mong Cai railway project.
Regarding urban railway lines, Hanoi is implementing investment procedures for 6 lines (of which 4 lines are expected to start construction in 2026) and is implementing 3 lines; Ho Chi Minh City is prioritizing the organization of investment preparation for 6 lines in the 2026-2030 period.
Concluding the meeting, the Prime Minister requested projects to be implemented promptly, on schedule but in accordance with regulations, procedures, standards, and standards, improving quality; in the process of implementation, inspection, examination, supervision, and audit must be carried out in accordance with regulations, resolutely fighting corruption, negativity, and group interests.
The Ministry of Construction and the Vietnam Railways Corporation calculate human resource training to meet development requirements, which must be very specific. Along with that, it is necessary to diversify capital sources and optimize capital sources, not to waste.
Directing tasks for projects, for the North-South high-speed railway project, the Prime Minister requested the Ministry of Construction to have a complete report, expressing opinions on technology selection, building standards and on that basis to complete feasibility reports and select investors and contractors (consulting, construction, control systems...)
For the Lao Cai - Hanoi - Hai Phong railway project, localities should quickly deploy site clearance; complete the feasibility report in March; deploy infrastructure connection construction.
For the Hanoi - Lang Son route, localities actively support planning consulting. For the Hai Phong - Ha Long - Mong Cai route, complete procedures to assign localities to be investors/project management agencies, if there are problems, the Ministry of Construction and the Ministry of Finance support.

The Prime Minister reminded Ho Chi Minh City to especially prioritize projects connecting 2 airports Long Thanh, Tan Son Nhat and the center of Ho Chi Minh City.
For Ben Thanh - Can Gio and Hanoi - Quang Ninh routes invested by private individuals, agencies must inspect, supervise and propose mechanisms and policies to competent authorities.
The Ministry of Finance urgently reviews and submits for approval the Restructuring Project of Vietnam Railways Corporation, before March 20. The Ministry of Industry and Trade completes procedures to submit for approval the Railway Industry Development Project in March 2026, and at the same time continue to propose mechanisms and policies to competent authorities.
