The Prime Minister requested to accelerate the supplementation of national reserves for gasoline and oil; strengthen inspection and supervision of the establishment, management and use of the gasoline and oil price stabilization fund.

On the afternoon of March 21, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government to review the leadership, direction, and administration of the Government from the end of February to now in responding to the energy crisis caused by the impacts of the conflict in the Middle East and the implementation of Conclusion No. 14 of the Politburo dated March 20 on ensuring stable fuel supply and prices in the new situation.

Concluding, the Prime Minister requested the Ministry of Industry and Trade to continue to closely monitor and forecast the situation and developments of the world and domestic gasoline and oil markets, proactively assess supply and demand and world gasoline and oil prices to proactively build effective response scenarios and implement appropriate management solutions.

Direct key petroleum production and trading traders to proactively develop goods source plans, ensure full supply of petroleum to the distribution system; maintain regular sales activities, and sell at listed prices.

Closely monitor the developments of the world and domestic gasoline and oil markets, proactively have appropriate management solutions; promptly regulate supply between regions and localities, ensuring proactiveness, not allowing shortages or disruptions in gasoline and oil supply, meeting the needs of the economy and society's consumption.

The Ministry of Industry and Trade shall preside over and closely coordinate with the Ministry of Finance and relevant ministries and sectors in managing gasoline and oil prices in accordance with the law to ensure energy security, ensure publicity, transparency, efficiency, combat corruption and negativity, combat group interests, policy profiteering; harmonize interests between the State, people and businesses.

Coordinate with the Ministry of Finance and relevant agencies to accelerate the supplementation of national reserves for gasoline and oil, and complete the mechanism for exporting and allocating national reserves for gasoline and oil in emergency cases according to the Law on National Reserves. In the long term, it is necessary to plan and build a reserve warehouse system.

The Prime Minister assigned the Ministry of Finance to continue to study and immediately use fiscal policy tools (taxes, fees, expenditures, budget advances), and price management policies.

Closely monitor the market situation, closely coordinate with the Ministry of Industry and Trade to implement gasoline and oil price management according to current legal regulations, ensuring the implementation of the goal of stabilizing the market, controlling inflation and supporting production and business.

Strengthen inspection and supervision of the establishment, management and use of the Gasoline and Oil Price Stabilization Fund by key traders in accordance with the law. Early develop a national strategy on supply and reserve of raw materials and fuels in the short and long term.

The Governor of the State Bank of Vietnam directs credit institutions to continue to create favorable conditions in terms of interest rate support, loans, and foreign currency needs for gasoline and oil production and business enterprises to access capital sources for import, reserve and gasoline and oil business in accordance with the law.

The Ministries of Industry and Trade, Finance, Public Security, National Defense, Government Inspectorate, National Steering Committee 389, especially the People's Committees of provinces and cities, focus on inspection, examination, investigation, tightening management, combating smuggling, strictly managing wholesalers and traders; strictly handling the situation of hoarding goods, price inflation, profiteering, trade fraud, smuggling, violations of regulations on gasoline and oil business, and legal regulations on prices.

The Prime Minister requested the Ministry of Industry and Trade and the Chairmen of People's Committees of provinces and cities to encourage people and businesses to save in consumption, prioritize the use of public transport, electric vehicles, and biofuels, contributing to green transformation.
