On the morning of December 19, in Hanoi, the Central Propaganda and Mass Mobilization Committee held a national conference to summarize the work of Propaganda and Mass Mobilization in 2025 and deploy tasks for 2026.
The conference was implemented in a direct and online combination to 35 locations of provincial and municipal Party committees (Tay Ninh has two locations) with a total of 3,006 delegates and 3,280 locations of communes, wards and special zones nationwide with 74,828 delegates.
General Secretary To Lam attended and gave a speech directing the Conference. Also attending were Politburo member, Standing member of the Secretariat Tran Cam Tu and leaders of the Party and State.
2025 marks an important turning point in propaganda and mass mobilization work when the Propaganda and Mass Mobilization Committees conduct mergers at all levels and officially come into operation.
In the context of a large workload, many new and difficult tasks, unprecedented, the entire industry has both arranged and streamlined the apparatus organization and ensured smooth operation; the new model has gradually promoted efficiency, clear people, clear work, clear responsibilities. The propaganda and mass mobilization system at all levels has been complete, streamlined, professional, and modern.
In 2025, the entire Propaganda and Mass Mobilization sector has proactively focused on advising and assisting the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels in implementing the task of Party building in politics, ideology, ethics and in the fields of propaganda and mass mobilization, with many outstanding marks, contributing to creating unity and consensus in the political and social system, and receiving the support of the people.
In particular, the work of serving Party Congresses at all levels and the 14th National Party Congress was implemented synchronously and comprehensively, ensuring progress and political requirements.
The entire sector has proactively advised the Party Committee to lead and direct the working aspects of the congress: Developing documents; orienting information and propaganda; grasping the ideological situation and public opinion; mobilizing people to participate in giving comments on documents; at the same time, issuing a system of systematic and unified plans and instructions nationwide.
The work of collecting public opinions on draft documents submitted to the 14th National Party Congress has become an unprecedented expansion of political activities in scale and depth, clearly demonstrating the leading, connecting, listening and responding role of the Propaganda and Mass Mobilization sector in promoting the people's mastery, while creating social consensus for major decisions of the Party.
Studying and following Ho Chi Minh's ideology, morality and style continues to spread widely throughout society; many effective models and creative ways are replicated; many typical examples are discovered, praised, and created a spreading force in society.
The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been proactively and drastically implemented, going into a disciplined manner, clearly affirming the core role of the Propaganda and Mass Mobilization Sector.
The entire sector has implemented propaganda work in a proactive and professional manner, ensuring consistency from the Central to the grassroots level. Journalism and publishing work has been deployed closely following political tasks, promoting the role of revolutionary journalism in orienting public opinion, forming a mainstream information flow, arousing patriotism, national pride and aspiration to rise in the era of national growth.
The conference also analyzed and directly recognized the shortcomings and limitations in Party building consultation work in politics, ideology, ethics and teachings; the ability to forecast and grasp public opinion; methods of mobilizing people in cyberspace; digital transformation in the fields of propaganda and mass mobilization.
