On the morning of November 20, continuing the 8th Session, the National Assembly discussed in the hall the draft Law on Teachers.
Speaking before the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that on Vietnamese Teachers' Day, the National Assembly devoted the entire morning session to discussing the draft Law on Teachers. This is the respect of the National Assembly and the National Assembly Standing Committee to generations of teachers and the education sector - those who have, are and will make great contributions to the glorious and noble cause of educating people.
According to the Vice Chairman of the National Assembly, on November 18, in a heartfelt speech at a meeting with teachers and education managers, General Secretary To Lam affirmed that education and training play a particularly important role in the nation's development achievements.
At the same time, it pointed out 3 important issues to successfully implement strategic breakthroughs in human resource development, contributing to bringing the country firmly into the era of rising up, standing shoulder to shoulder with the world powers.
Firstly, we must focus on completing the cause of education and training innovation and completing the goal of creating human resources for national construction and defense in the new revolutionary period.
Depends on the historical lesson of the Mass Education policy launched by President Ho Chi Minh, focusing on completely solving the shortage of schools and classes, ensuring at least 20% of the budget is spent on education.
Building a team of teachers and educational managers with virtue and talent, who are passionate, enthusiastic, skilled, knowledgeable, capable of imparting knowledge, eager to learn, innovative and creative, truly role models for students to learn and follow; sufficient in number and consistent in structure.
According to the Vice Chairman of the National Assembly, this requires not only great determination from teachers and the education sector but also collective effort and unity from society as a whole, including families, parents, and every individual, in fostering a spirit of lifelong learning and valuing education.
The Vice President of the National Assembly quoted the poem:
"To master a craft or to teach, one must learn,
To have food and warmth, one must earn.
Learn to love the homeland, rich and grand,
Learn to care for those with suffering at hand.
Learn to guard the nation’s peace, serene,
Learn to build Vietnam, ever green".
The Vice Chairman of the National Assembly emphasized that the draft Law on Teachers was first drafted as a law regulating subjects related to many specialized laws. The scope of the law is wide, relating to the majority of civil servants who are teachers at public educational institutions, accounting for 2/3 of the total number of public employees nationwide.
In the common interest of institutionalizing and creating a strong breakthrough in implementing the Party's viewpoints and policies on fundamental and comprehensive innovation of education and training, the drafting and reviewing agencies have been very dedicated and responsible in researching and reviewing the draft law.
The Government and the National Assembly Standing Committee have repeatedly commented on the draft law. During the group discussion session, 90 comments were made by National Assembly deputies. The Secretary General of the National Assembly has compiled all the comments and sent them to the National Assembly deputies.
During the discussion this morning, Vice Chairwoman of the National Assembly Nguyen Thi Thanh asked National Assembly deputies to pay attention to 8 issues raised in the verification report of the Committee on Culture and Education. During the discussion, the Presidium will invite the Minister of Education and Training to speak to clarify the issues that National Assembly deputies are interested in.
