The Draft Law on Teachers will be discussed by the National Assembly in the hall on November 20.
The draft law stipulates that localities and educational institutions are encouraged to have policies to support teachers in ensuring their lives and career development in accordance with practical conditions and legal financial resources of the locality and educational institution.
Concerned about this content, delegate Nguyen Thi Lan Anh (Lao Cai delegation) suggested considering and ensuring consistency for localities. Localities with budgetary conditions should issue separate policies to support teachers, while localities without budgetary conditions should not issue them.
According to delegates, this does not ensure unity and is unfair among teachers working in localities.
Regarding salaries and allowances for teachers, the draft stipulates preferential allowances for professions and other allowances depending on the nature of the job, the region and the provisions of law.
With this policy, delegates proposed to review it because from July 1, 2024, when implementing salary reform, vocational allowances will be combined with occupational responsibility allowances, toxic and dangerous allowances and will be collectively called occupational allowances.
Delegates requested clarification on how the preferential allowances stipulated in the draft law differ from the seniority allowances for teachers.
Regarding the increase in salary by 1 level when recruiting, the delegate said that it should not be equalized and covered that all recruited teachers must be increased by 1 level in the administrative career salary scale system. There should be regulations and limits on the subjects of pedagogical students who are classified as good or excellent graduates when graduating.
Policy for teachers should prioritize and encourage excellent students to enter the teaching profession; people with seniority such as scientists, professors, and doctors who are teaching and working well at universities and research institutes.
With the provisions of the draft law, delegate Tran Hoang Ngan (HCMC delegation) also said that in big cities, with many additional incomes, teachers can live on their salaries. But in other localities, especially for teachers who are new to the profession and do not have additional allowances, salaries are very low, life is very difficult. Only after teaching for a while will there be improvements.
Delegate Thai Van Thanh (Nghe An Delegation) proposed to clearly identify resources to implement policies for teachers such as salaries, allowances, attraction and incentive policies, etc. In particular, distinguishing between central and local resources to ensure the law is feasible, effective and soon comes into effect.
The draft law stipulates that salaries and salary policies of teachers in non-public educational institutions must not be lower than salaries and salary policies of teachers in public educational institutions with the same training level and title, unless otherwise agreed.
Delegate Tran Thi Van (Bac Ninh Delegation) said that the regulation "unless otherwise agreed" is understood to be equal to, higher or lower than the salary and salary policies of teachers at public educational institutions.
Thus, ensuring fairness between teachers in public educational institutions and teachers in non-public educational institutions is difficult to implement. Therefore, the delegate suggested that the drafting committee consider this provision.
