On the morning of March 30, the 11th Ho Chi Minh City People's Council, term 2026 - 2031, held the first session to consider and decide on personnel work for the new term. This is the first session after the election of National Assembly deputies of the 16th term and People's Councils at all levels, term 2026 - 2031.
Speaking at the meeting, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that this event is of particular importance, opening a new term and a new stage of development for the city with higher requirements and greater expectations.
According to Mr. Tran Luu Quang, the recent election achieved a very high voter turnout, showing the people's belief and expectations. 125 HCMC People's Council delegates being trusted and elected is not only an honor but also a great responsibility to voters.
Ho Chi Minh City Party Secretary assessed that the city is entering a new stage of development with many opportunities from major policies of the Central Government, especially specific mechanisms and policies.
The core issue today is to organize implementation faster and more effectively, with the spirit of daring to do, daring to take responsibility for the common good.
In that context, the City People's Council must truly become the center in building institutions and monitoring development.
Orienting the new term, Mr. Tran Luu Quang proposed that the Ho Chi Minh City People's Council focus on 5 major contents.
First, improve the quality of institutionalization, transform policies, especially special mechanisms, into resolutions that are "opening the way", removing bottlenecks, unlocking resources and creating clear changes in practice.
Second, accurately decide on important issues of the city, focus resources with focus, not spread out, prioritize key dynamic projects and key areas, ensuring that each decision is associated with specific efficiency.
Third, strongly innovate supervisory activities in a substantive direction, with clear addresses, promptly detect problems, warn early and pursue remediation to the end.
Fourth, promote the relationship between the People's Council and the People's Committee as two pillars of the city government. One side decides and supervises, the other side organizes implementation; both must coordinate smoothly, support each other so that policies quickly go into life.
Fifth, promote the building of a modern government, smart governance; each People's Council delegate must be close to the people, close to the people, speak the right voice of the people and pursue to the end the resolution of voters' petitions. "The prestige of the People's Council is built from the actions of each delegate" - Mr. Tran Luu Quang emphasized.
Ho Chi Minh City Party Secretary also affirmed that for the city to develop quickly and sustainably, it is necessary to shift from determination to action, from policy to specific results. In that process, the People's Council plays a particularly important role in shaping institutions, deciding resources and supervising implementation.
The first session of the Ho Chi Minh City People's Council, term XI, will listen to the City Election Commission report on the election results, report on the results of confirming the status of delegates of the City People's Council; awarding certificates of delegates of the Ho Chi Minh City People's Council term XI, term 2026 - 2031.
In the first session of the new term, the HCMC People's Council will elect the Chairman of the People's Council, the Vice Chairmen of the People's Council; at the same time, establish the Boards of the People's Council and elect the Heads of the Boards of the HCMC People's Council for the 2026 - 2031 term.
In addition, the City People's Council will elect the Chairman of the Ho Chi Minh City People's Committee, Vice Chairmen of the People's Committee and members of the People's Committee for the term 2026 - 2031.
