This content is stated in Directive No. 08/CT-TTg of the Prime Minister on organizing the first session of the People's Councils at all levels for the 2026-2031 term and continuing to improve the quality and efficiency of the operation of local governments at 2 levels.
The Directive requires the Provincial People's Committee to seriously implement the Conclusions of the Politburo, the Secretariat and the guiding documents of the Government, the Prime Minister, and the guidance of the Central Committees, ministries, and sectors.
Review and assess the feasibility and difficulties and obstacles in the process of implementing assigned tasks, delegation of power, and delegation of authority to propose to competent authorities for consideration and removal, and report to the Government (through the Ministry of Home Affairs) no later than April 15, 2026.
Continue to consolidate the organizational structure of the administrative apparatus and commune-level non-business units according to legal documents and directions of the central government; and at the same time complete the arrangement of streamlined public non-business units according to Official Dispatch No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.
The Directive also requests urgent implementation of the conclusion of General Secretary To Lam in Notice No. 21-TB/VPTW dated March 7, 2026 of the Party Central Committee Office. Review and comprehensively evaluate the contingent of commune-level cadres and civil servants, develop a plan to supplement staff when approved by competent authorities, arrange and assign a suitable contingent of cadres and civil servants (April 2026).
Focus on fostering management knowledge for the contingent of leading and managing cadres after consolidating the titles of the People's Council and People's Committee for the 2026-2031 term.
Review, arrange, and handle headquarters and public assets of agencies, organizations, and units under management; renovate and purchase public assets according to regulations and guidelines of the Central Government, ensuring sufficient facilities and equipment for commune level operations.
Continue to improve digital infrastructure and terminal equipment, ensuring smooth connection between levels of government from central to commune level; promote administrative procedure reform, digital transformation, standardization of work processes, ensuring quick, transparent, and transparent resolution. Continue to promote digitization of archival documents associated with the operation of local governments at 2 levels in a synchronous and unified direction.
Localities report to the Government and the Prime Minister (through the Ministry of Home Affairs) on the results of implementation on the 25th of each month; organize a preliminary review of 1 year of operation of local governments at 2 levels according to the guidance of competent authorities.
Assign the Ministry of Home Affairs to continue to promote the role of the standing agency of the Government Steering Committee to monitor, urge, and inspect the operation of local governments at 2 levels; summarize the situation, report to the Government and the Prime Minister to direct the timely handling of arising issues; prepare the contents for the preliminary review of 1 year of operation of local governments at 2 levels (June 2026).
Research to continue supplementing and perfecting legal documents on organizational structure, staffing, and management of civil servants and public employees.
The Ministry of Home Affairs coordinates with ministries and sectors to guide localities to strengthen training and fostering to improve skills and professional qualifications for commune-level cadres and civil servants.
