On March 16, according to the Government Electronic Information Portal, in the past time, some localities have proposed to soon issue regulations on staff quotas and assign staff quotas for cadres and civil servants to localities, especially at the commune level, in the direction of increasing the number compared to the current temporary quota guidelines.
Regarding this content, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs has coordinated with the Central Organization Committee to submit it to the Politburo for consideration and decision.
Based on the total staffing, regulations of the Politburo and guidance of central and local agencies, localities will proactively assign staffing to agencies, units, and commune levels.
According to information from the Ministry of Home Affairs, implementing the direction of the Central Organization Committee, based on the proposed staffing needs of ministries, branches and localities, the Ministry of Home Affairs coordinates with the Central Organization Committee to develop a draft report proposing staffing for the 2026-2031 period of ministries, branches and localities to report to the Politburo for consideration and decision.
The proposal to assign payroll for the period 2026-2031 will be built on the basis of reviewing and summarizing the payroll situation, the number of cadres, civil servants, and public employees in ministries, branches and localities, ensuring close linkage with job positions, functions, tasks, work scale and characteristics of each agency and unit.
In which, proposing principles and expected plans to determine the payroll needs in the 2026-2031 period at commune-level administrative units based on arranging civil servants according to the job structure at agencies and organizations at the commune level (adjusted according to criteria on population, specific factors such as mountainous and highland areas).
The Ministry of Home Affairs said that after the 2026-2031 payroll period is approved by competent authorities, localities will continue to base on the criteria: Job position and workload of each job position; level of modernization of equipment, working facilities and application of information technology; actual use of assigned civil servant payroll; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety to proactively arrange and assign payroll appropriately, ensuring not to increase the number of civil servant payroll assigned by competent authorities in the 2026-2031 period.
