Binh Dinh urgently plans to train and foster commune-level cadres and civil servants before switching to the 2-level local government model, eliminating district-level.

In response to the requirement to improve state management capacity at the commune level when organizing local government at 2 levels (province, commune), on May 29, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed relevant departments and branches to implement a plan to train and foster commune-level cadres and civil servants.

The Chairman of Binh Dinh Provincial People's Committee assigned agencies and units under the province to urgently develop training and fostering content in management areas, in which priority is given to key and urgent contents associated with the activities of the commune level.

The content of training and retraining should closely follow the functions and tasks of the People's Committee of the commune according to new regulations, especially the Law on Organization of local governments (amended and supplemented); Decrees guiding the organization of specialized agencies under the provincial and commune People's Committees; Regulations on decentralization and decentralization of state management by sector and field when implementing a 2 -level local government model ...

"Departments and branches review, update and supplement training and development content according to management fields, send to the Department of Science and Technology for digitization, integration into the "Electronic Handbook for Training and Training" and guide data standardization, include in the province's "virtual Assistant to support cadres, civil servants and public employees" tool", Mr. Pham Anh Tuan directed.

The Department of Home Affairs is assigned to coordinate with relevant units to determine the structure and number of civil servant positions in accordance with the conditions of each commune-level locality (including key communes of the province, areas and specific communes...). At the same time, a set of conditions will be developed for each commune-level civil servant position in charge according to the field.

The organization of training and fostering classes for commune-level cadres and civil servants must be implemented immediately after a personnel decision is issued by the competent authority, ensuring completion before June 20.

According to Binh Dinh Provincial Party Secretary Ho Quoc Dung, from the beginning of July 2025, local governments will officially switch to a 2-level model, ending at the district level. Up to now, the Standing Committee of the Provincial Party Committee has approved the list of key officials of 58 communes and wards after the reorganization.

Mr. Dung expressed concern about the fact that department-level cadres in the district being transferred to work as secretaries and chairmen of new communes will face the very high requirements of this position.

"In the immediate future, it is still necessary to arrange the staff to take on the task, but within 1 year if the set goals and targets are not achieved and the tasks are not completed, we will be forced to " step down" and let others do it," Mr. Dung emphasized.

According to the plan, in early June the province will announce key positions at the commune level, thereby building a system of executive committees and assigning specific work positions. After the arrangement, it is necessary to strongly decentralize and delegate authority to the commune-level government, because most of the procedures and settlement work for people and businesses will be carried out directly at the commune level.

"After stabilizing the apparatus, the province will organize training for 58 commune leaders, to ensure adequate capacity to carry out tasks. In this revolution, those who are not qualified will have to eliminate and withdraw themselves," Mr. Dung affirmed.
