Binh Dinh - In the process of handling headquarters and facilities when rearranging the apparatus, the province emphasized the requirement to avoid loss and waste of public assets.

On May 28, the People's Committee of Binh Dinh province requested departments, branches and localities to quickly review, arrange and handle headquarters and facilities after reorganizing administrative units at all levels, according to the direction of the Prime Minister.

The directive is issued to ensure the rearrangement of working headquarters and public assets in accordance with the 2-level local government model, while making the most of existing assets, avoiding loss and waste.

The People's Committee of Binh Dinh province requires heads of agencies, organizations, units and localities to proactively regulate houses and land within their management to ensure workplaces for units under their management during the process of restructuring the administrative apparatus, to be completed within 3 months from the date of approval of the project.

Based on the actual payroll, the number of cadres, civil servants, public employees, and workers after the arrangement and the standards and norms for the use of working headquarters, the units will review and evaluate existing headquarters works to arrange and use them for the right purposes and subjects.

In particular, priority is given to the fields of health, education, and community culture; at the same time, there is a plan to immediately handle headquarters that are not used effectively, for the wrong purpose or abandoned, and not to waste public assets.

The People's Committee of Binh Dinh province requested inspection and evaluation of headquarters projects under construction to promptly consider appropriate handling measures. For items that cannot continue to be implemented, it is necessary to carry out technical suspension procedures, acceptance, handover for use and settlement in accordance with regulations, avoiding budget waste and arising complaints.

Strengthen the management and inventory of public assets such as automobiles, equipment, etc. as a basis for handing over, receiving, and handling surplus assets during the arrangement process, absolutely not allowing loss of state assets.

"Heads of agencies, organizations, units and localities are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the progress and effectiveness of implementing tasks in accordance with regulations, preventing loss, waste and negativity," the People's Committee of Binh Dinh province stated.

According to Binh Dinh Provincial Party Secretary Ho Quoc Dung, from the beginning of July 2025, local governments will officially switch to a 2-level model, ending at the district level. Up to now, the Standing Committee of the Provincial Party Committee has approved the list of key officials of 58 communes and wards after the reorganization.

In early June, the province will announce key positions at the commune level, thereby building a system of executive committees and assigning specific work positions. "After the arrangement, it is necessary to strongly decentralize and delegate authority to the commune-level government, because most of the procedures and settlement work for people and businesses will be carried out directly at the commune level," Mr. Dung directed.

The Secretary of the Binh Dinh Provincial Party Committee suggested that the entire political system of the province must take action immediately, in order to ensure the new commune-level government apparatus operates smoothly and effectively from July 1, 2025. At the same time, it is required that departments and branches proactively propose and resolve the arrangement of means of transportation for localities, especially remote communes.
