On May 28, a National People's Council (HĐND) Conference took place in Hanoi to deploy directions and tasks for the 2026-2031 term.
Speaking at the Conference, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu affirmed that this Conference is of great significance, aiming to identify major orientations and key tasks for the activities of the People's Council in the next term.
Looking back at the 2021-2026 term, the Standing Committee of the Secretariat said that the People's Councils of localities have promoted their political role, maintained the principle of solidarity and unity, and created high consensus among cadres, party members and people.

Besides the achieved results, Standing Secretary of the Secretariat Tran Cam Tu also frankly pointed out that the activities of the People's Council still have some limitations and inadequacies, not really on par with the requirements and tasks in the new situation.
Emphasizing the 2026-2031 term, Standing Secretary of the Secretariat Tran Cam Tu requested to continue to strongly innovate the leadership method of the Party Committee towards the People's Council in a more scientific, professional, and effective direction.
Innovation must both ensure the direct and comprehensive leadership of the Party and promote the proactive, creative and responsible role of the Standing Committee of the People's Council, the committees of the People's Council and each delegate of the People's Council.
In particular, it is necessary to attach importance to leading the preparation and promulgation of resolutions of the People's Council, ensuring that all important resolutions of the locality closely follow the Party's guidelines and policies, are suitable to reality, have high feasibility, and meet new development requirements.
Party committees at all levels need to strengthen the leadership of inspection and supervision of the organization of the implementation of People's Council resolutions; promptly detect and rectify manifestations of formality, perfunctoriness, leniency, avoidance of responsibility or bureaucracy, and deviation from reality.
In addition, it is necessary to further enhance the role of the People's Council in controlling power in localities. The 2-level local government model goes hand in hand with promoting decentralization and delegation of power, giving localities more authority to be more proactive in making decisions and organizing implementation.
The People's Council must perform well the function of supervising the activities of the People's Committee and agencies in the government apparatus; resolutely overcome the situation of loose supervision or formal supervision.
Standing Secretary of the Secretariat Tran Cam Tu also requested to resolutely urge the implementation of recommendations after supervision as well as legitimate recommendations of voters and people.
Supervision must truly be a tool to prevent violations, prevent and combat corruption, wastefulness, and negativity from early on, from afar. Questioning activities must go straight to the issue, clearly defining the responsibilities of each organization and individual; not shirking, not avoiding difficult issues, sensitive issues that voters and people are concerned about.
The Standing Committee of the Secretariat also proposed to pay attention to building a truly typical delegation of People's Council deputies in terms of political bravery, moral qualities, practical capacity and spirit of responsibility to the people.
People's Council delegates must be close to the people, close to the people, understand the people; regularly maintain close contact with the people, listen to the opinions of the people; truthfully and promptly reflect the voice of the people to the Party committees and authorities.
Party committees at all levels also need to pay more attention to the training and fostering of cadres working in People's Councils, especially skills in supervision, policy criticism, and application of digital technology. At the same time, it is necessary to take care of building a culture of integrity, responsibility, and serving the people in the activities of people-elected bodies.
Standing Secretary of the Secretariat Tran Cam Tu believes that the People's Councils at all levels in the 2026-2031 term will continue to have many strong and breakthrough innovations in operations, becoming increasingly effective and efficient.
