Average GRDP growth rate from 10%/year
On behalf of the Politburo, General Secretary and President To Lam has just signed and promulgated Resolution No. 16-NQ/TW dated July 21, 2026 on building and developing Dong Nai City to 2035, with a vision to 2065.
The Resolution clearly states that the goal by 2035 is for Dong Nai City to strive to become an airport city, riverside city, multi-center city, multi-purpose, green, smart city with high-tech industrial centers, aerospace industry, international standard aviation economy; people with high incomes; civilized, safe, and happy society.
By 2045, Dong Nai City will become a modern aviation center of the Asia-Pacific region, a knowledge economy center, dynamic development; the human development index (HDI) reaches a high level; modern urban governance; civilized, safe, livable, and happy society.
By 2065, Dong Nai City will be a globally connected city with high quality of life and happiness in the world; belonging to the group of multi-functional airport cities.
The Resolution sets out targets for developing an average GRDP growth rate of 10%/year in the periods up to 2045.
By 2030, GRDP scale will reach about 44 billion USD, GRDP per capita will reach 9,200 USD, digital economy will account for at least 30% of GRDP and urbanization rate will reach 65%.
By 2045, the scale of the economy is expected to reach 150 billion USD, GRDP per capita is about 23,000 USD. By 2065, GRDP scale is aimed at 600 billion USD, GRDP per capita is about 67,500 USD.
Synchronous development of the aviation ecosystem
To achieve the above goals and targets, the Resolution sets out 8 key tasks and solutions, including building and rectifying the Party and the political system; Planning the development of Dong Nai City with a strategic and long-term vision; Building breakthrough institutions and policies to mobilize resources for the development of Dong Nai City; Synchronously developing the aviation ecosystem; Developing strategic infrastructure and modern urban space; Building a new growth model based on science, technology, innovation and digital transformation; developing key economic sectors; Comprehensively developing culture, education, health, people of Dong Nai and ensuring national defense, security and social order and stability; improving the efficiency of foreign affairs work.
One of the key tasks is to build a streamlined, effective, and efficient political system; innovate management methods in the direction of putting people and businesses at the center.
Along with that, building a master plan for the city with a 100-year long-term vision, developing according to a multi-center, multi-layered urban model, synchronously connecting the ground, water surface, airspace, underground space and digital space; effectively exploiting the advantages of the Dong Nai River, Long Thanh airport and new economic corridors.
The Resolution emphasizes building a strong decentralization and delegation mechanism; researching and applying many specific mechanisms and policies similar to Ho Chi Minh City in the fields of investment, finance, land, planning, science and technology, innovation and digital transformation. Dong Nai is also oriented to form special economic zones, free trade zones, concentrated digital technology zones, innovation zones and higher education zones associated with Long Thanh airport city to create attraction for strategic investors at home and abroad.
The synchronous development of the aviation ecosystem is identified as a key driving force of Dong Nai City in the new period. The focus is to accelerate the construction of Long Thanh International Airport, connecting with the seaport, railway, logistics and inter-regional economic corridors system.
The Resolution identifies science, technology, innovation and digital transformation as the foundation of a new growth model; prioritizing the development of strategic technology fields such as artificial intelligence (AI), data centers, cloud computing, semiconductor industry, quantum technology, biotechnology, new materials and digital infrastructure; and promoting the development of the digital economy, data economy, green economy and circular economy.
The Politburo assigned central agencies, Dong Nai City Party Committee and relevant ministries, branches and localities to coordinate in synchronously implementing tasks, perfecting institutions, promoting regional linkages and strengthening inspection and supervision of the implementation process, in order to realize the goal of making Dong Nai a new growth pole, a modern airport city and an international connection center of Vietnam.
