Directive 01-CT/TW of the Politburo (Directive No. 01) clearly states that the 14th National Party Congress (Congress XIV) of the Party was very successful. The Congress passed the Resolution and documents of the Congress.
The Resolution of the 14th Party Congress is a profound summary of theory and practice, crystallizing the wisdom of the entire Party, people and army, expressing the thinking and strategic vision of developing the country in the new era; has the value of orienting and leading, comprehensively directing the activities of the Party, State and society, contributing to realizing the belief and aspiration of the entire nation for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
To ensure that the Resolution of the 14th Party Congress is implemented immediately, synchronously, effectively, and substantively, the Politburo requests Party committees at all levels, Party organizations, levels, and sectors to determine that the organization of research, study, dissemination and implementation of the Resolution of the 14th Party Congress is one of the key tasks of 2026 and the entire term, and must be implemented seriously, methodically, and scientifically.
This is a widespread political activity to help each cadre and party member grasp and implement the resolution correctly, creatively, and effectively, creating a clear change in awareness, unified will and action throughout the Party, the consensus of the people, and arousing and promoting patriotism, self-reliance, and the strength of the great national unity in the cause of building and developing the country and protecting the Fatherland.
The study, study, thoroughly grasp, and disseminate the Resolution of the 14th Party Congress aims to contribute to strengthening Party building in politics, ideology, ethics, organization, cadres and protecting the Party's ideological foundation.
Research, study, thoroughly grasp, and disseminate content
The content of researching, studying, thoroughly grasping, and propagating the Resolution of the 14th Party Congress includes:
Resolution of the 14th Party Congress; Political Report of the 13th Central Executive Committee of the Party at the 14th Party Congress; Report summarizing a number of theoretical and practical issues on the cause of social-oriented renovation in the past 40 years in Vietnam; Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and orienting supplementation and amendment of the Party Charter.
The Directive clearly states that Party committees at all levels, Party organizations, and heads directly lead, direct, chair and are fully responsible for the quality of research, study, thoroughly grasp, and disseminate the Resolution of the 14th Party Congress;
Develop specific action programs and plans, with focus and key points, and implement them regularly and continuously throughout the term;
Promptly update and supplement the Action Program, plan to implement the Party Congress and Party cell resolutions at each level associated with functions and tasks, in accordance with the characteristics of the situation and practical conditions of localities, agencies, and units, showing determination, innovation, ensuring feasibility, practicality, and efficiency. The results of implementing the action program are an important basis for reviewing and evaluating the collective of Party committees, authorities, agencies, units, and heads annually and for the entire term. The completion time of the Action Program is in the first quarter of 2026.
Innovating from "learning and thoroughly" to "deeply understanding - acting correctly - doing it to the end
The Politburo noted that the organization of research, study, thoroughly grasp, propagate and implement the Resolution of the 14th Party Congress must be carried out immediately, synchronously, regularly, richly, vividly, harmoniously combining traditional methods with promoting the effectiveness of scientific and technological applications, and digital transformation.
Combining self-study with popular listening, strongly innovating thinking from "learning and thoroughly grasping" to "deep understanding - correct actions - working to the end" in each step of implementation.
The content of propaganda focuses on the success of the Congress, the core contents and innovations of the 14th Party Congress Resolution; fully identifying opportunities, advantages and difficulties and challenges in the coming period; orienting public opinion associated with protecting the Party's ideological foundation, refuting wrong and hostile views.
At the same time, the Politburo requested to promptly, fully, and comprehensively reflect the implementation of the resolution to all classes of people in the country and our compatriots abroad, contributing to consolidating trust and creating consensus in implementing the country's development goals in the new era.
The Directive clearly states that the Secretariat presides over the organization of the national conference "Research, study, thoroughly grasp, propagate and implement the Resolution of the 14th Party Congress" in the form of directly combined with online to grassroots Party committees; completion time in the first quarter of 2026.
The Directive assigns the Central Propaganda and Mass Mobilization Committee to preside over and coordinate with relevant agencies and units to organize conferences to study, study, and thoroughly grasp the Resolution of the 14th Party Congress for key reporters of Party committees at all levels, political theory lecturers, leaders of press and publishing agencies, artists, intellectuals, and religious dignitaries nationwide.
Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government direct the organization of conferences to study, study, and thoroughly grasp the Resolution of the 14th Party Congress for each specific subject, from provincial Party Committees, City Party Committees to grassroots levels.
