Minister of Education and Training Nguyen Kim Son responded to the petition of voters of Hung Yen province sent before the 8th session of the National Assembly by the People's Petition Committee.
Accordingly, voters of Hung Yen province proposed to consider unifying a common set of textbooks for students of the same grade level nationwide, and not to change textbooks frequently.
Because this will cause waste because the books cannot be reused, making it difficult for sellers as well as people to find books for their children.
In particular, when floods occur, all the students' textbooks are damaged, but when agencies, units, and people support the books, they are not the correct set of books that the students are studying, so they cannot be used.
Responding to this content, Minister of Education and Training Nguyen Kim Son said that Resolution 88/2014 of the National Assembly has stipulated the implementation of socialization of textbook compilation, with a number of textbooks for each subject.
Each subject and educational activity has many textbooks and the policy of socializing textbooks is a breakthrough policy, changing the monopoly mechanism of publishing textbooks.
At the same time, socialize textbooks, creating conditions for many individuals and organizations with the ability and conditions to participate in compiling and publishing textbooks.
From there, it creates competition, motivating groups of book authors and publishers to have good quality book sets.
Minister Nguyen Kim Son informed that the Politburo has issued Conclusion 91/2024 to continue implementing Resolution 29/2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

Implement a unified national general education program, each subject has one or several textbooks and socialize the compilation of textbooks.
According to the Minister, the organization of teaching and learning in general education institutions in localities is implemented uniformly according to the 2018 general education program.
Minister Nguyen Kim Son added that the 2018 general education program has been implemented up to grade 5 for primary school, grade 9 for secondary school and grade 12 for high school.
The socialization of textbooks has achieved good results, with 3-9 sets of textbooks for each subject and educational activity.
Teachers and students have the opportunity to choose textbooks suitable to the local socio-economic conditions and the teaching and learning conditions of general education institutions to organize teaching and learning.
The implementation of the general education program and textbooks has now entered its fifth year.
Localities and educational institutions highly appreciate the 2018 general education program and gradually stabilize its implementation, improving its quality.
Currently, the Ministry of Education and Training is summarizing the compilation of textbooks, in which it will specifically evaluate the socialization of textbooks.
On that basis, we will research and report to the Government and the National Assembly on the necessity of issuing unified and synchronous textbooks nationwide.
