On June 17, discussing the socio-economic situation, delegate Tran Huu Hau (Tay Ninh delegation) expressed his absolute support for the revolution in rearranging and reorganizing the entire political system and administrative boundaries of the country.
According to the delegate, any revolution will have sacrifices and losses. Right in this hall, perhaps many delegates when pressing the button to pass the law and related resolutions cannot avoid "a breath of relief, a bit of sadness".
The delegate said that there are still many paradoxes that the people want to remove.
The first paradox that the delegate mentioned was the disbursement of public investment capital. Public investment projects belong to the State, built, appraised and approved by State agencies; investors and capital implemented by the State; project implementing units selected by the State...
According to the delegate, when it comes to the deadline, every year the National Assembly has to mention the delay and stagnation in disbursing public investment capital.
"If you have money at home but can't spend it, it's hard to invite someone else to put it in. Public investment that is stagnant from within the management agency or apparatus is unlikely to create strong openness for investment from the private sector and abroad, the delegate said and suggested opening the door, creating momentum for the country's development.
The second paradox, according to the delegate, is an everyday small matter at the district level.
The delegate told the story of an acquaintance who went to ask for red line boundaries for his land in a district of a big city but was not confirmed because there was no such procedure in the department's new administrative procedures.
Meanwhile, in many other small cities, granting red line boundaries to people is very simple.
Referring to the recent direction of the Prime Minister to remove construction permits, the delegate believes that if this is done, it will certainly eliminate many paradoxes and complicated and unreasonable procedures.
The delegate hopes that the Prime Minister and the Government will consider removing many unnecessary regulations like that to remove a series of related regulations that are making it difficult for people and agencies to enforce.
We are proud to be alive and directly participating in this revolution. Hopefully, the revolutionary waterfall will sweep away the bad, weak, stagnant negativity, and big and small paradoxes so that the country can take off," the delegate emphasized.

Delegate Trinh Thi Tu Anh (Lam Dong Delegation) said that we are facing risks of human resource dependence, leading to dependence on technology.
From there, the delegate recommended a breakthrough investment in the high-level human resource development strategy for source technology and core technology. This includes building specialized research and training centers that are of regional and international standards.
According to the delegate, only then can overseas Vietnamese and foreign experts be strongly attracted through special treatment policies and close cooperation with the world's leading technology corporations. Thereby, making Vietnam a base for research and development, where top talents can contribute and develop.
