Today, the National Assembly voted to reduce value-added tax until the end of 2026

During the working session, the National Assembly voted to pass the National Assembly Resolution on reducing value-added tax.

Continuing the 9th Session, on the morning of June 17, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Enterprises.

The National Assembly voted to pass the National Assembly Resolution on reducing value-added tax.

This time, the Government proposes to expand the subjects to receive a 2% reduction in value added tax rates for goods and services serving production, business, tourism and consumption. The application period is from July 1 to December 31, 2026.

Regarding the impact on State budget revenue, the Government calculates the budget revenue reduction in the last 6 months of 2025 and the whole year of 2026 at nearly 122,000 billion VND.

After that, the National Assembly discussed in the hall the following:

+ Evaluate and supplement the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025.

+ Approving state budget settlement in 2023.

+ The transition to applying a number of specific mechanisms and policies has been allowed by the National Assembly in some localities after implementing the restructuring of the apparatus and expanding administrative boundaries according to the policies of the Party and State.

+ Savings practice, anti-waste in 2024.

+ Results of implementing national goals on gender equality in 2024.

- Government members will explain and clarify a number of issues raised by National Assembly deputies.

According to the Government's report, GDP growth in the first quarter of 2025 is estimated at 6.93%, the highest compared to the same period in the 2020-2025 period; many localities have double-digit growth rates.

In the first 4 months of the year, the macro economy is basically stable, inflation is well controlled, and major balances are guaranteed. Rate is stable; lending interest rates continue to decrease, credit growth is positive.

The average consumer price index is at 3.2%, creating room for flexible and effective macro policy management. 4-month budget revenue reached over 944 trillion, equal to 48% of the annual estimate and increasing by 26.3%

Waste prevention and control work has received special attention and achieved positive results, especially the handling of backlogged and prolonged works and projects that cause loss and waste of resources.

In particular, the Government has completed the review and is proposing to the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly VND5.9 million billion (equivalent to about 235 billion USD) and a total land use scale of about 347 thousand hectares.

In the coming time, the Government sets a growth target of 8% or more, the scale of the economy will reach over 500 billion USD (expected to rank 30th in the world, up 2 places), GDP per capita in 2025 will reach over 5,000 USD...

In 2025, at least 30% of unnecessary business investment conditions will be abolished; at least 30% of the processing time of administrative procedures will be reduced; at least 30% of administrative procedure costs will be reduced.

Review, amend, supplement and perfect the law on inspection, citizen reception, complaint and denunciation settlement; strengthen control of power, prevent and combat corruption, waste and negativity with the determined spirit of "continuation, no rest".

Strengthen supervision, appraisal and handling after inspection, especially inspection conclusions monitored and directed by the Central Steering Committee on preventing and combating corruption, waste and negativity. Improve the effectiveness of recovering lost and misappropriated money and assets in criminal cases of economy, corruption, etc.
