The National Assembly delegate said that it is necessary to prohibit personal attacks, use of sarcastic, insulting language or distort the content that has been discussed.

On the afternoon of May 28, the National Assembly discussed in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of the National Assembly Session Regulations issued with Resolution No. 71/2022/QH15 of the National Assembly.

Delegate Nguyen Anh Tri (Hanoi Delegation) raised the issue of National Assembly deputies holding documents to speak, saying that this issue attracted attention in the hall, in society and on social networks.

According to the delegate, reading content is not done by themselves, especially those content that are sung by others and overlapped or written incorrectly should not be done. As for holding a speech note that I prepare carefully, with due focus, with language consideration, and ensure time allowed, it is very good.

The delegate said that we should encourage speech without holding a note, respecting time and mastering emotions, and he himself admires those who can do so.

According to the delegate, before speaking, delegates often prepare carefully and reading when speaking is a way to master emotions and ensure time.

Therefore, speaking content that is carefully prepared, deeply with an appropriate duration, respecting delegates, respecting the National Assembly, and respecting voters, it is possible to speak by reading or not holding a reading document.

Delegate Tran Van Lam (Bac Giang delegation) wondered in Clause 4 of Article A of Article 18 of '' Based on the evolution of the meeting, the competent presidency asked the National Assembly to decide to limit the discussion content to avoid the case that the opinions focused on only certain contents but not comprehensive project issues, the draft reports ''.

The delegate suggested considering adding this content, because in the context of the National Assembly's discussion, requiring all issues to be comprehensive is not easy.

"We should not judge that one opinion is comprehensive, while the other opinion is not. The issue cannot be assessed like that and if it is still within the scope of the content, the delegate can speak, speak again, debate again, debate again.

There should be no limitations, it is okay for an entire project to focus only on one discussion issue. We must take care to comprehensively cover the problem, avoid focusing only on certain contents," the delegate stated.

From there, the delegate suggested considering that only in cases where opinions expressed outside the scope of the project and report, that content and nothing is included, at that time the Presidium has the entire right to stop giving opinions or give opinions.

According to the delegate, in any discussion session, the Presidium has the entire right to give opinions for the National Assembly to consider and decide on specific issues, without having to stipulate that "the Presidium proposes that the National Assembly decide to limit the content".

Delegate Thach Phuoc Binh (Tra Vinh delegation) proposed to clearly stipulate the prohibition of leaving the hall when meeting without a legitimate reason, especially when discussing or voting; the prohibition of making personal attacks, using sarcastic, insulting language or distorting the content that has been discussed.

Prohibit disorder or disruption of information; prohibit delegates from using speaking time for purposes that are not in accordance with the agenda's focus or repeating content that has been presented many times.
