General Secretary To Lam emphasized that the new organizational apparatus has no place for opportunity-rich, advantageous, environmentally white, individualist, and ineffective cadres.

This afternoon (May 27), General Secretary To Lam chaired a meeting with the Central Organizing Committee on the outstanding situation and results since the beginning of the 13th Party Congress term and key tasks in the coming time.

Reported at the Conference, Member of the Party Central Committee, Standing Deputy Head of the Central Committee of the Central Organizing Committee Hoang Dang Quang said: From the beginning of the term of the 13th Congress, the Board has advised to complete 119 projects and tasks to ensure progress, quality and requirements; Advising the Politburo, the Secretariat, the Central Executive Committee and presiding over 185 documents for comprehensive and synchronous leadership to organize the Party building.

The Central Organizing Committee has advised on the quality of the contents on the organizational model, functions and tasks with a systematic implementation plan.

It is expected that after the arrangement, the provincial level will reduce 18,449 positions; the commune level will reduce 110,786 positions; end the operation of about 120,500 non-professional workers at the commune level nationwide.

In the period of 2026-2030, it is expected to save about VND 190,500 billion in state budget expenditures, an average reduction of about VND 38,100 billion/year, not including other expenses.

Speaking at the meeting, General Secretary To Lam highly appreciated the Central Organizing Committee for proactively advising on the preparation of Party Congresses at all levels towards the 14th National Party Congress to ensure consistency and comprehensiveness in terms of content, personnel and organization and service for the Congress.

Regarding the direction and tasks in the coming time, General Secretary To Lam emphasized that from now until the 14th National Party Congress is the decisive time for many important tasks. Therefore, the Central Organizing Committee needs to focus on 3 major orientations and 4 key task groups.

In particular, focusing on advising and perfecting institutions, improving the capacity to plan policies and guidelines of the Party; advising on the effective implementation of the organization of the political system according to the new model, ensuring smooth operation; advising on strong innovation of personnel work, preparing well draft documents and personnel plans for the new term Party Committee.

Ensure the arrangement of staff according to job requirements and standards and conditions. The personnel of the 14th Congress and leaders at all levels must gather "enough virtue - enough talent - enough heart - enough capacity - enough strength - enough revolutionary enthusiasm" to shoulder the historical responsibility of the country.

The General Secretary also asked the Party to organize the building of the Party in general and the Central Organizing Committee in particular, resolutely eliminate violations and violations in the organization and officials when arranging, streamlining the apparatus, rectifying the working situation, affecting the operation of the apparatus.

The new organizational structure has no place for opportunity-rich, shaky, moderate, individual, moderate, afraid of innovation, and ineffective cadres. At the same time, do not let unity, joblessness, local rule-of-law, dispatch, corruption, group interests, negativity or acts that cause impact or influence in personnel work.
