The province allocates more than 1,700 billion VND to build a new runway
On May 23, the People's Council of Binh Dinh province held the 24th Session (special session), approving the Resolution on allocating local budget capital to implement the Phu Cat Airport Construction Project No. 2 and synchronous works at Phu Cat Airport (abbreviated as the Runway No. 2 project), along with 9 other important resolutions.
The Landing Road 2 project was approved by the Provincial People's Committee on 6.2.2025, with a total investment of VND 3,246 billion. On April 25, 2025, the Ministry of Finance issued a written proposal to arrange VND 1,500 billion from the central budget revenue increase in 2024 for the project. At the same time, the Ministry proposed additional resolutions of the provincial People's Council to allocate the remaining capital from the local budget.

On that basis, the Provincial People's Committee submitted to the Provincial People's Council a commitment to allocate 1,746 billion VND from the local budget to complete the project. In 2025, it is expected to allocate about 200 billion VND from the list of infrastructure works for developing land funds, resettlement areas and support for compensation and site clearance according to the medium-term public investment plan for the period 2021-2025.
The remaining capital will be allocated in the medium-term public investment plan for the 2026-2030 period, after the Prime Minister announces the total public investment capital for this period.
Concluding the meeting, Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh Province Ho Quoc Dung requested the Provincial People's Committee to urgently develop a plan and implement the resolutions in accordance with regulations; direct departments and branches to coordinate and guide the People's Committees at the district level to effectively implement.
Leaders of 58 new communes and wards will be allowed to go to school
According to Mr. Ho Quoc Dung, from the beginning of July 2025, local governments will officially switch to a 2-level model, ending at the district level. Up to now, the Standing Committee of the Provincial Party Committee has approved the list of key officials of 58 communes and wards after the reorganization.

Mr. Dung expressed concern about the fact that department-level cadres in the district being transferred to work as secretaries and chairmen of new communes will face the very high requirements of this position.
"In the immediate future, it is still necessary to arrange the staff to take on the task, but within a year if the set goals and targets are not achieved and the tasks are not completed, we will be forced to " step down" and let others do it," Mr. Dung emphasized.
According to the plan, in early June the province will announce key positions at the commune level, thereby building a system of executive committees and assigning specific work positions. After the arrangement, it is necessary to strongly decentralize and delegate authority to the commune-level government, because most of the procedures and settlement work for people and businesses will be carried out directly at the commune level.
"After stabilizing the apparatus, the province will organize training for 58 commune leaders, to ensure adequate capacity to carry out tasks. In this revolution, those who are not qualified will have to eliminate and withdraw themselves," Mr. Dung affirmed.
The Secretary of the Binh Dinh Provincial Party Committee suggested that the entire political system of the province must take action immediately, in order to ensure the new commune-level government apparatus operates smoothly and effectively from July 1, 2025.
"Recently, the province agreed to allocate 1 billion VND/unit for localities to repair new commune-level headquarters. However, the below reflection shows that if it is repaired, it will not be able to be paid in time. I request that this issue be resolved immediately. The commune-level headquarters previously only had a few dozen positions, so the scale was very small. Now, merging 3-4 communes into one, we must create the best conditions for the brothers to work," Mr. Dung noted.
In addition, Mr. Ho Quoc Dung requested departments and branches to proactively propose and resolve the arrangement of means of transportation for localities, especially remote communes. "When the Central Government allows commune levels to buy vehicles, units must quickly include this need in the estimate, ensuring that communes have means to serve work, work, and meetings," Mr. Dung requested.
