In the process of restructuring the apparatus, the Ministry of Agriculture and Rural Development added the continued maintenance of the Department of Quality, Processing and Market Development.

As Lao Dong reported, on December 17, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting on the plan to merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.

At the meeting, the Deputy Prime Minister requested the leaders of the two ministries to coordinate with the Ministry of Home Affairs and relevant ministries and branches to continue reviewing and thoroughly implementing the spirit of "one person can do many things, one job should not be assigned to two people", "each task should be assigned to that organization".

The arrangement and consolidation plan must ensure unified, consistent, efficient, effective management... urgently complete the consolidation plan between the two ministries before submitting it to the competent authority.

According to Lao Dong's investigation, on December 18, the Steering Committee of the Ministry of Agriculture and Rural Development on the implementation of Resolution No. 18-NQ/TW issued Notice No. 02/TB-BCD concluding the summary of the implementation of Resolution No. 18-NQ/TW.

Compared to the previous announcement No. 01/TB-BCD, in addition to the two administrative organizations, the Department of Economic Cooperation and Rural Development and the Department of Dyke Management and Disaster Prevention and Control, the Ministry of Agriculture and Rural Development added the continued maintenance of the Department of Quality, Processing and Market Development.

Thus, only the Department of Fisheries and the Department of Fisheries Control will be merged into the Department of Fisheries - Fisheries Control.

Merge the Department of Irrigation and the Department of Construction Management into the Department of Irrigation Management and Construction; transfer some functions of the Department of Construction Management and Construction to specialized departments.

For other administrative units, it remains the same as Notice No. 01/TB-BCD. That is, continue to maintain 6 general staff units, which will be merged with corresponding units of the Ministry of Natural Resources and Environment including: Department of International Cooperation; Department of Science and Technology, Department of Legal Affairs, Department of Organization and Personnel, Ministry Office, Ministry Inspectorate.

Merge the Department of Planning and the Department of Finance, and at the same time, merge with the Department of Planning and Finance (Ministry of Natural Resources and Environment).

Merge the Department of Crop Production and the Department of Plant Protection into the Department of Crop Production and Plant Protection. Merge the Department of Animal Husbandry and the Department of Veterinary Medicine into the Department of Animal Husbandry and Veterinary Medicine. Merge the Department of Forestry and the Department of Forestry Management into the Department of Forestry and Forestry Management.

For public service units under the organizational structure of the Ministry, continue to maintain 5 units named in the organizational structure of the Ministry in Decree No. 105/2022/ND-CP, including:

Institute of Strategy and Policy on Agriculture and Rural Development; School of Agricultural and Rural Development Management; Vietnam Agriculture Newspaper; Agriculture and Rural Development Magazine; Center for Digital Transformation and Agricultural Statistics. These units will merge with units with corresponding functions of the Ministry of Natural Resources and Environment upon merger.

Continue to maintain the National Agricultural Extension Center as a public service unit under the organizational structure of the Ministry.

Continue to maintain the School of Public Policy and Rural Development in a direction that is not part of the organizational structure and implement a roadmap to arrange it in accordance with the planning of the network of higher education institutions according to the decision of the competent authority.
