The process of appointing on-site human resources is one of the important contents in the draft Decree amending and supplementing a number of articles of Decree No. 138 on recruitment, employment and management of civil servants and Decree No. 06 of the Government on quality inspection of civil servant input that the Ministry of Home Affairs has submitted to the Government.

According to the Ministry of Home Affairs, the process of appointing on-site human resources will be conducted in 5 steps and conferences will only be conducted when at least 2/3 of the summoned people are present.
The draft stipulates the standards and conditions for appointment: Persons to be appointed must have sufficient diplomas and certificates as required, be planned for the position or title expected to be appointed or equivalent or higher;
At the same time, have held the current position or equivalent position for at least 2 years (24 months). If not consecutive, it will be cumulative.
The draft sets out a 5-step process and conferences can only be conducted when at least 2/3 of the convened people are present. The vote rate is calculated based on the total number of convenors.
Step 1: Leadership collective conference (1st time), held to review the planning list, review the evaluation results, comment on each employee and approve the qualified list.
Step 2: Organize an expanded leadership conference, introduce personnel by secret ballot. The person with the highest number of votes among those with a percentage of over 50% will be selected.
In case no one reaches over 50%, select all people with referral votes of 30% or more to introduce in the next step.
In case no one reaches 30% of the referral votes, do not continue with the next steps and report to the competent authority for consideration and direction.
Step 3: Based on the results of personnel introduction in step 2, the leadership team conducts discussions and introduces personnel by secret ballot.
Step 4: Key staff conference, held to get opinions from key staff according to the personnel list introduced in step 3.
Step 5: The collective leadership conference (3rd time) is held to discuss and vote on personnel.
The selection principle is that the person with the highest number of votes among those with a rate of over 50% calculated on the total number of people summoned to introduce will be selected for appointment.
In case two people have an equal number of votes and both reach 50%, the leader will consider and select personnel to recommend appointment; At the same time, fully report different opinions for competent authorities to consider and decide.
The process of appointing personnel from other places will be carried out in 3 steps: Exchange opinions with the leadership team; Meet with expected appointed personnel to discuss; Evaluate personnel and prepare a report to the competent authority for consideration and decision.
In case the personnel meets the standards and conditions but the agency, unit, or person expected to be appointed has different opinions and is not yet unanimous, the opinions must be fully reported and submitted to the competent authority. right to consider and decide.
