Ministry of Home Affairs has received a proposal from the voters of Trà Vinh Province, which was forwarded by the National Assembly's Committee for Citizen Consultation prior to the 7th session of the 15th National Assembly.
The voters of Trà Vinh Province have proposed the establishment of a regulation for awarding a Commemorative Medal to members of the People's Councils at all levels.
Regarding this matter, the Ministry of Home Affairs has issued a response to the voters of Trà Vinh Province, which is posted on the Ministry of Home Affairs' Official Website.
According to the Ministry of Home Affairs, Article 71, Clause 1 and Clause 2 of the Law on Emulation and Reward stipulates: The Commemorative Medal of the National Assembly Standing Committee is awarded to individuals who have made significant contributions to the development of the National Assembly. The name of the Commemorative Medal, the recipient, and the criteria for awarding the Commemorative Medal are determined by the National Assembly Standing Committee.
The Commemorative Medal is awarded to individuals who have made significant contributions to the development of the Ministry, department, agency, province, political organization, socio-political organization, socio-professional organization, social organization, or socio-professional organization with a party committee or a party cell belonging to the Party Committee of the Central Party Organizations.
The name of the Commemorative Medal, the recipient, and the criteria for awarding the Commemorative Medal are determined by the Ministry, department, agency, People's Council at the provincial level, the central agency of the political organization, socio-political organization, socio-professional organization, social organization, or socio-professional organization with a party committee or a party cell belonging to the Party Committee of the Central Party Organizations.
Based on the above regulations, the awarding of a Commemorative Medal to members of the People's Councils at all levels (if any) is determined by the competent authorities responsible for awarding the Commemorative Medal.
