According to the Chairman of the Central Inspection Committee, the third Conference of the 14th Central Executive Committee of the Party issued Regulation No. 207-QD/TW, dated July 26, 2026 on things party members are not allowed to do (replacing Regulation No. 37-QD/TW, dated October 25, 2021).
This amendment and supplementation continues to inherit the structure and layout with 19 articles; supplementing new behaviors to meet the requirements of the new situation and synchronize with the regulations of the Party and the laws of the State. Among them, 19 articles are divided into 3 groups.
Maintaining the structure, layout, number of articles and arrangement as before is aimed at creating consistency and stability in structure to help party members understand, remember, and apply in practice more easily.
Regarding new points, the new Regulation has added a number of phrases such as "theory of renovation guidelines", "group interests", "localism", "abuse of power"; "data"... to emphasize and unify the regulations of the Party and the laws of the State.
In addition, supplementing the regulation that party members are not allowed to "Directly or encourage organizations and individuals to create, produce, publish, store, distribute, and disseminate cultural products, literary and artistic works... distorting history, defaming leaders and leaders of the Party and State, and opposing the Party, State and regime".
This addition is aimed at promptly adjusting the behavior of party members in the current situation, such as the incident that just happened in the publishing sector.
At the same time, adding "using internet infrastructure, social networks, digital platforms, artificial intelligence to create and spread false information". This regulation is a tool to warn and prevent, and also a basis to handle behaviors related to the use and application of new technologies.
Supplementing the act of "bribing, threatening, suppressing, retaliating against complainants and denouncers..." to cover more fully, while expanding the scope of protection, not only for "denouncers" as before, but also supplementing "people fighting against corruption, wastefulness, negativity, and their relatives".
The regulation also supplements acts suitable to the actual operation of the apparatus today, which is that party members are not allowed: "Harassment, causing difficulties in resolving administrative procedures"; "Evasing, shirking, fear of responsibility, saying not in parallel with doing, not doing, working half-heartedly, delaying in advising, proposing and performing assigned tasks".
The addition of these contents aims to overcome the situation of "top hot, bottom cold", officials avoiding, fearing responsibility, not daring to do things are hindering development.
At the same time, the new Regulation clearly stipulates that party members are not allowed to "know but not report, not handle or not direct the handling of acts of corruption, wastefulness, and negativity".
Notably, the Regulation supplements a content that combines two very important "build and fight" aspects: both encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good.
Supplementing the act of being topical: "Taking advantage of the arrangement of the organizational structure to arrange people without sufficient capacity and prestige to positions with the right to allocate resources".
This is to prevent and prevent the risk of taking advantage of the process of arranging "embezzlement" of trusted people who are not capable and reputable to key positions and have the right to allocate resources.
The new regulations supplement some contents that party members are not allowed to do such as "explaining the origin of assets and income with dishonest fluctuations"; "tax evasion", "fraud"; "disposing assets, legalizing violations"...
The Chairman of the Central Inspection Committee requested Party committees, Party organizations, and heads of agencies and units to focus on leading and directing a number of key contents.
