According to the Minister, the summary of Resolution No. 18 shows that the organization of the apparatus according to 4 levels of the Public Security "Ministry, strong province, comprehensive district, commune following grassroots" needs to continue to be adjusted in the direction of reducing the floor to the grassroots level, reducing the intermediate level to be streamlined, compact, strong, operate effectively, effectively, and serve the people better. Accordingly, the arrangement according to the model of 4-level Public Security is divided into 3 levels.
For the local police, adjust the motto " Strong province, comprehensive district, commune adhering to the grassroots" to "comprehensive province; strong commune, adhering to the grassroots"; the provincial police comprehensively resolve all security and order situations in the locality; the commune-level police are strengthened to build strongly, stick to the grassroots, resolve arising security and order issues from the beginning and at the grassroots level.
When the district-level police are not organized, activities for 694 district-level police and about 5,916 teams under the district-level police will end.
