According to the Government Electronic Information Portal on February 18, many local police have begun to implement the Plan to arrange and assign officers according to Project No. 25 of the Central Public Security Party Committee on "Continuing to arrange and streamline the organization of the local public security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new period".
The project and plan to streamline the organizational apparatus according to the model of not arranging district-level police of the Public Security sector was approved by the Politburo and the 13th Central Executive Committee.
In addition to terminating the operation of the district-level police, the provincial and municipal police will also receive 4 additional tasks transferred from other departments.
These tasks include:
State management tasks of drug addiction treatment and post-tertial management from the Department of Labor, War Invalids and Social Affairs;
The task of state management of criminal records and implementation of public services for issuing Judicial Records from the Department of Justice;
Duties on testing and granting road motor vehicle driving licenses from the Department of Transport;
The task of state management of network information safety and security from the Department of Information and Communications.
In Nam Dinh province, immediately after the Central Party Committee of the Public Security issued a Plan on implementing the conclusions of the Central Executive Committee and the Politburo on continuing to reorganize and streamline the local public security apparatus; the Provincial Public Security issued Plan No. 121 on the arrangement and assignment of cadres according to Project 25.
The plan clearly states that Nam Dinh Provincial Police will streamline the organizational apparatus in 5 steps, including the overall work to be carried out with a clear, synchronous, urgent and drastic timeline and progress. Determine key tasks and assign specific implementation to each professional department of the Provincial Police and the Police of districts and cities. Ensure high unity in the will and actions of officers and soldiers of the entire Provincial Police force.
After the preparation phase, it will enter the practical implementation phase, officially operating according to the new organizational model from March 1, 2025.
In Hoa Binh province, regarding the transfer of tasks to testing and granting road motor vehicle driving licenses, the Hoa Binh Provincial Police has had 3 working groups working with the Department of Transport, surveyed and agreed on the contents.
Accordingly, the Provincial Police will fully receive the machinery systems in use at the Driving Test Centers; receive work records. The Department of Transport is proposed to complete the issuance, renewal and issuance of driver's licenses of old documents received before February 19, 2025.
Meanwhile, in Dong Thap, the Provincial Police are also urgently arranging officers according to the model of not organizing district-level police; encouraging and motivating officers who wish to transfer to the commune-level police.
Dong Thap Provincial Police will arrange and add officers with appropriate capacity and work experience, knowledgeable and proficient in the area to work at the commune-level Police.
Strive to have 12 or more officers and soldiers per commune; limit the arrangement of leaders, commanders and officers who do not hold positions at the commune-level police station who are local people.
