Based on the conclusion of the Politburo, the Government Steering Committee requested localities to complete plans to reorganize specialized agencies under the People's Committees at provincial and district levels.
One of the notable contents is Document No. 05/CV-BCDTKNQ18 stating that the Public Security of provinces and centrally-run cities will receive a series of new tasks transferred from other departments and branches.
In which, the task of testing and granting road motor vehicle driving licenses is transferred from the Department of Transport to the Public Security of the province and centrally-run city.
The Public Security of provinces and centrally-run cities also take over the task of state management of criminal records and perform public services of issuing criminal records certificates transferred from the Department of Justice.
In addition, the Public Security of provinces and centrally-run cities also received additional tasks of state management of drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs.
Also according to Document No. 05/CV-BCDTKNQ18, the task of state management of network information safety and security will be transferred from the Department of Information and Communications to the Public Security of provinces and centrally-run cities.
The task of state management of drug addiction treatment and post-treatment management was also transferred from the Department of Labor, War Invalids and Social Affairs to the Public Security of provinces and centrally-run cities.
Transfer functions, tasks, and organization of the state management apparatus on press and publishing from the Department of Information and Communications to the Department of Culture, Sports and Tourism.
Transfer the task and organization of the state management apparatus on poverty reduction from the Department of Labor, War Invalids and Social Affairs to the Department of Agriculture and Environment; at the district level, transfer the task on poverty reduction from the Department of Labor, War Invalids and Social Affairs to the Department of Agriculture and Environment (or the Department of Natural Resources and Environment in the district).
Transfer the functions and tasks of state management of social protection, children, and prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs to the Department of Health. The function of directing and managing the work of protecting and taking care of the health of provincial and municipal officials of the Provincial and Municipal Official Protection and Health Care Board is transferred to the Provincial Party Committee's Organization Board, ensuring similarity with the arrangement at the Central level.
Previously, Minister of Home Affairs Pham Thi Thanh Tra also reported on supplementing and completing the plan to arrange and streamline the Government's organizational apparatus.
According to the proposal of the Ministry of Public Security, the Ministry of Home Affairs reported to the Government Steering Committee to transfer 3 groups of functions and tasks to the Ministry of Public Security for management without increasing the number of units of the Ministry of Public Security.
These tasks include: State management functions and tasks on drug addiction treatment and post-treatment management and prevention and control of social evils (currently assigned to the Ministry of Labor, War Invalids and Social Affairs); State management tasks on criminal records and implementation of public services to issue criminal records (currently assigned to the Ministry of Justice); tasks on testing and issuing road motor vehicle driving licenses (currently assigned to the Ministry of Transport).
