In more than 17 years of implementing the Law on Infectious Disease Prevention and Control No. 03/2007/QH12, many positive results have been achieved in the work of protecting, caring for and improving people's health.
However, there are still shortcomings in quality of life, burden of disease, causes related to nutrition and environmental factors as well as policy gaps to regulate the prevention and control of infectious diseases, non-communicable diseases and mental health disorders.
The development of a new Law with a comprehensive scope of regulation covering disease prevention activities is extremely necessary, in order to overcome shortcomings and inadequacies in the work of protecting, caring for and improving people's health to meet practical requirements in the new situation; contributing to improving the health of both physical and mental health, stature, longevity and quality of life of Vietnamese people.
The draft Law on Disease Prevention consists of 6 chapters with 44 Articles with specific groups of contents on the classification of infectious diseases and infectious diseases; regulations on measures to prevent and control infectious diseases and infectious diseases and the rights and obligations of agencies, organizations and individuals in preventing and controlling infectious diseases.

Concluding the appraisal session, Deputy Minister of Justice Dang Hoang Oanh expressed his opinion on the need to review regulations related to infectious diseases, supplement epidemic prevention measures before the time of announcement of the epidemic, and must stipulate in this Law, stipulating the responsibilities of entities associated with announcing the epidemic.
The Deputy Minister suggested that the drafting agency review 2 Decrees on decentralization and delegation; determine authority to adjust this Law; review and regulate all 5 groups of policies that have been approved, new concepts that need to be supplemented;...
In addition, integrating health policies into all other policies needs to be a breakthrough, the chapters on psychology, eliminating discrimination, stature, reasonable resting culture... should be summarized in the Law to improve people's health and spirit; review the contents to ensure consistency and unity with other laws such as the Law on Children, the Law on Prevention and Control of Infectious Diseases, the Law on Network Information Security, the Decree on Health Data Management issued by the Government.
The Deputy Minister emphasized that the contents of the Disease Prevention Fund have many opinions, so it is recommended that the drafting agency must thoroughly grasp this content.
