The National Assembly has passed the Law on Higher Education, which takes effect from the beginning of January 2026.
This Law stipulates higher education activities; organization and operation of higher education institutions; powers and responsibilities of organizations and individuals participating in higher education; responsibilities of the State in managing and developing higher education.
Accordingly, the Government uniformly manages the state of higher education; the Ministry of Education and Training is the focal agency responsible to the Government for implementing the contents and tasks of state management of higher education in accordance with the law.
Ministries and ministerial-level agencies within the scope of functions, tasks, and powers assigned by the Government are responsible for researching and forecasting the human resource needs of industries and fields under their authority; coordinating with the Ministry of Education and Training to implement management of higher education within the scope of tasks and powers.
The People's Committees of provinces and cities implement management of higher education in the area within the scope of decentralization and delegation; support the development of higher education institutions in the area; implement the socialization of higher education to meet the requirements of human resources and improve the quality of higher education in the locality.
According to the provisions of the Law on Higher Education, the degree-level training program includes: Bachelor's degree-level university training program; Master's degree-level training with a master's degree or integrated university and master's degree, licensed corresponding to the completed level.
Doctoral training programs are awarded doctoral degrees or integrated master's and doctoral degrees, awarded degrees corresponding to the completed level; or specialized training programs of some specialized industries and fields are awarded degrees according to the regulations of the Minister of Education and Training.
Specifically, the postgraduate specialized training program in the field of health grants resident doctor and specialist doctor degrees, guided, organized, implemented and managed by the Ministry of Health.
Meanwhile, the goal of training at higher education levels is stipulated as training at the university level to equip learners with a foundation of knowledge, professional skills, basic competence in research, innovation, entrepreneurship, and professional practice;
Master's degree training aims to improve knowledge, in-depth skills, enhance research capacity, innovation, and professional practice of learners;
At the same time, training doctoral level to develop independent research capacity, create new knowledge, and solve practical problems for learners.
