On May 23, in Hanoi, the Ho Chi Minh National Academy of Politics organized the opening ceremony of the "Training class to improve practical situation handling capacity for grassroots officials".
The opening ceremony was held directly at the Ho Chi Minh National Academy of Politics and online to commune and ward bridge points nationwide.
Assoc. Prof. Dr. Doan Minh Huan - Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics - said that the training class is organized in the context that the whole country is urgently conducting preliminary reviews after a year of establishing and operating the 2-level local government model. Including the issue of training and fostering to improve the practical organizational capacity of grassroots-level cadres and civil servants.
Reality raises many new issues, high requirements, requiring cadres and civil servants not only to be strong in political bravery but also to have systematic thinking, development management capacity, proficient in situation handling skills, shifting from knowing how to handle work to the ability to solve complex, inter-sectoral problems based on data and innovative thinking.
The goal of the class is not only to supplement knowledge, but more importantly to improve practical organizational capacity, implementation management, problem-solving capacity and innovative thinking on the basis of properly positioning the mission, position, and responsibility of the grassroots level for comprehensive management, development creation, and serving the people.
The new point of the class lies in the innovation of methods, shifting from knowledge transmission to competency development, from a one-way transmission model to knowledge co-creation with the participation of students, lecturers and experts.
The class takes practical situations as the center, taking problem-solving ability as a measure of effectiveness. The consistent spirit is to learn from practice, solve practical problems and return to serving practice.
The training class to improve capacity and handle practical situations for grassroots cadres nationwide will be closed on May 24.
